"C" ST.AG NDA R PORT ITEM #4 MEETING DATE: FEBRUARY 24, 2015 TO: PLANNING COMMISSION FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: TUSTIN HISTORIC REGISTER NOMINATION — 178 NORTH C STREET RECOMMENDATION That the Planning Commission approve the nomination of 178 North C Street to the Tustin Historic Register Plaque Designation Program and select "Knapp House" as the most appropriate historical name and 1920" as the date of construction of the property. BACKGROUND AND DISCUSSION Owners of historic homes or commercial buildings in Tustin are eligible to participate in the City's plaque designation program, called the Tustin Historic Register. The purpose of the voluntary program is to recognize Tustin's historic properties, educate the public, increase public interest in historic properties, and promote community pride. The bronze plaques purchased through the program may be mounted on the building or set on metal stakes. Property owners who would like to participate are responsible for the cost, installation, and maintenance of the plaques. The plaques display the construction date of the building, up to two lines of text, and are identified with the words "Tustin Historic Register." A photograph of a Tustin Historic Register plaque is shown in Figure 1. Nomination forms are obtained from the Community Development Department. Anyone, including the Commission, may nominate properties. On December 8, 2014, the owners of the single family residence at 178 North C Street submitted a nomination form (Attachment A) to the Community Development Department. Pursuant to the procedures approved by the City Council on November 6, 2007, the nomination form was forwarded to the presidents of the Tustin Preservation Conservancy and Tustin Area Historical Society on December 17, 2014 (Attachment B). The two groups were requested to collaborate and /or review the nomination, research the history of the property, and to note the most appropriate historical name and date of construction. The Preservation Conservancy and Historical Society transmitted the attached emails (Attachment C) to the Community Development Department regarding the nomination. Planning Commission Report Tustin Historic Register — 178 North C Street February 24, 2015 Page 2 Figure 1 The California Bungalow located at 178 North C Street (see photograph in Figure 2 and Attachment D) was built in 1920 and has a C rating in the City's 1990 Historical Survey and a 5D1 rating in the City's 2003 Historical Resources Survey, which denotes a property that appears eligible as a contributor to a local historic district. The architectural style is mischaracterized as Colonial Revival - Craftsman in the Historical Resources Surveys. The home is better described as a Craftsman style California Bungalow. The architectural description of the residence has been noted and will be corrected when a future update to the Survey is conducted. According to historical records at the Tustin Museum, Ms. Erna E Knapp was listed as a resident of the home in 1931 and in 1952. Ms. Knapp was a music teacher. She passed in 1975 at the age of 96, and may have lived in the house up until that time. The date on the plaque should be "1920." If the plaque is approved by the Commission, staff will collect the appropriate payment, order the plaque from the manufacturer, and notify the property owner once the plaque has been delivered. C Street home. She confirmed that there were two sisters - last name Knapp - who lived next door. She wasn't sure if they were spinsters or widows but they lived next door to her grandpa for as long as she could remember. Her family lived several doors south on C Street and she went all through school, kindergarten to high school graduation, there. When she walked down to her grandparents, she remembers seeing both ladies, usually "peeking out the windows" at the kids on the street. It also said she was a music teacher so I looked through a number of yearbooks from Tustin High School but could not find her so perhaps she was a piano teacher in her home (which was not unusual in those days). Considering that she passed away in Tustin in 1975 at the age of 96, this would make her in her early 50's in the 1931 directory. I think we could safely say she lived at the C Street address for more than 40 years. C Street: In the 1952 phone directory it lists the resident as Erna E. Knapp. Further information on her is that she died in Tustin in 1975 at age 96. can check at the museum if you want additional information as they have some real old directories, before the 1950's. We might be able to determine the length of time Ms. Knapp lived in the house. Sharon, I just realized my letter to the Conservancy has the address as 178 North A Street, which is not correct. The correct address, as noted in the owners' nomination form, is 178 North C Street. Please excuse my mistake. The house is incorrectly categorized in the newer Historic Survey. The house should be described as a California Bungalow. The construction date is 1920. 1 contacted the owners about the 1924 date, and they told me that they obtained the date from Google, which is not always reliable. look forward to receiving input from the Conservancy regarding the most appropriate historical name for the property. Although the applicant lists the house as a 1924 California Bungalow, the Resources Survey has 1920 as the construction date and designates the house as Colonial Revival - Craftsman. When this type of situation comes up, how do you determine the correct information? I expect the owners could have their information from the tax assessors records. The Preservation Conservancy is always pleased and supportive of homes having a plaque and find no objection to this application. The reason I'm asking the questions is that TPC is getting ready to recognize 100 year old homes in Old Town for 2015 and after sending out letters to 27 homeowners, have been contacted by several who say their homes were not constructed in 1915 but after 1920. They have stated that their information is from the tax assessors office. We, of course, will not be taking a sign for their front yards to them, but I need some clarification on which document we need to draw our information.
