HomeMy WebLinkAboutPOWERPOINT PRESENTATION - CDBG 2015-2020 CONSOLIDATED PLAN (ITEM #1)CDBG Consolidated WTn & Subrecipients Performance Evaluation February 17, 2015 Established by the Housing and Community Development Act Of 1974 * Returns Federal Funds to local communities * Funds assist in providing: Adequate housing Suitable living environments Expanding economic opportunities Tustin's Program Year allocation for 2015-16 is $711,414 40 Years Building Better Neighborhoods * To participate in the CDBG Program the City is required to prepare: -I- A Consolidated Plan: Five-year planning document An Action Plan: Annual planning document implementing Consolidated Plan goals Activities funded by CDBG must meet at least one of the three National Objectives: * Must benefit Low and Moderate (LSM) income persons Must address slum or blight conditions Must meet urgent community 4 development needs Consolidated Plan The Strategic Plan section within the Consolidated Plan identifies and ranks the Priority Needs of the community * Park renovations � Stevens Square parking structure expansion � Infrastructure improvements for Armstrong, Warner, and Main Street Sidewalk improvements Youth and Senior Services Economic Development programs such as "shop locally" campaign and Economic Business Incentive Subrecipients Performance Evaluation On May 6, 2014 the City Council approved funding allocations for public services programs fora three- year period Approved public services programs are to continue to receive funding in year two, if they meet the performance criteria Continue to meet the priority/objective approved in year - one Continue to leverage funds with other resources Report accomplishments correctly Receive a successful assessment of project performance IN Public Services Activities (max. $103,301) Recommendation Boys and Girls Club $ 1z,5oo (continue) Community SeniorSery (Senior Meals) $15,000 (continue) Graffiti Removal - CDBG target areas $ 30,768 (continue) Mercy House $ 5,000 (continue) Olive Crest $ 5,000 (continue) Tustin Parks & Rec. (Kids Corner) $15,000 (continue) Public Services Subtotal $103301 01 That the City Council: Hold the first required public hearing to receive public input and testimony; Consider and approve the zo15-zozo Consolidated Plan Priority Needs as recommended or modified; Consider public service performance evaluations and approve continued funding; and, Set a second required public hearing on April 7, 2015 to finalize the 2015-2020 Consolidated Plan update, Program Year 2015-16 funding allocation and the Program Year 2015-16 Action Plan. 12
