RECOMMENDATION

BACKGROUND
At their meeting of November 18, 1991, the City Council directed staff
to submit a report for the council meeting of December 2, 1991 which
investigates the possible construction of a left turn pocket within the
existing raised median on Tustin Ranch Road at Palermo for access into
the Almeria Development. At the December 2, 1991 City Council Meeting,
the item was continued to the meeting of January 6, 1992. At the
January 6, 1992 City Council meeting, the item was continued to the
meeting of February 3, 1992.
A report investigating such a median opening had previously been
prepared by City staff at the request of the City Council. That report
had been presented to the City Council at their meeting of December 17,
1990 and was received and filed by a unanimous vote of 4 to 0. A copy
of that repo t has been attached for reference.
DISCUSSION
The report previously prepared for this matter would still be relevant
including the typical construction costs that could be expected with
such an endeavor. Currently, no City funds have been appropriated in
the 1991-92 budget for this work. If the City Council were to approve
of such a project, then detailed plans and specifications would have to
be prepared, and the project put out to a formal public bidding process
for actual construction.
It should be noted that Assessment District (A.D.) funds are being
utilized on the Tustin Ranch Road median at Auto Center Drive to
accommodate he extension of Tustin Ranch Road to the south. This use
is considers part of the initial construction for the overall East
Tustin A.D. Tanned infrastructure improvements.

BACKGROUND
The City Council, at their November 19, 1990, requested staff to
investigate he feasibility of butting the raised median on Tustin
Manch Road at Palermo to provide an opening for left turn access
into the Peters Tract (South of Irvine Boulevard.
A traffic impact study was conducted to determine the traffic and
circulation impacts associated with the Peters Tract. This tract
consists of 118 single family detached homes and is located on
Tustin Ranch Road between Irvine Boulevard and Parkcenter Lane.
Two access locations are provided for the tract, one at Palermo
from Tustin Ranch Road and the other one off Parkcenter Lane via
Monterey St eet/Triburon Way. .
Irvine Boul vard is a six -lane Major Arterial roadway located to
the north o the Peters Tract. This arterial currently services
traffic vol mes on the order of 34,000 per day. Tustin Ranch Road
also has six lanes of traffic and is classified as a Major Arterial
roadway. Presently, this roadway services daily traffic volumes of
3,000 vehic es per day. Parkcenter Lane is a local collector with
current dai y traffic volumes of 1,200 vehicles per day.
FINDINGS
The traffic generation potential of the Peters Tract is expressed
in vehicle trip ends, where a trip end is a one-way vehicular
movement either entering or departing the tract. The traffic
generation rates shown herein are based on data published by the
Institute o Transportation Engineers and assumes full occupancy of
the tract. For the purpose of assessing the overall impact of the
tract, trip generation rates and distribution assignments have been
used for a "worst case" analysis. Table 1 presents the traffic
generation relative to the existing Peters Tract.

As shown in the table this project area generates a total of 11188
vehicles trips per day, evenly divided between inbound and outbound
movements. Du ing the AM peak hour, a total of 89 trips would be
generated (24 inbound- 65 outbound) while the PM peak hour would
generate an estimated total of 119 trips (75 inbound- 44 outbound) .
The distribution and assignment of project traffic was based on a
review of current peak hour travel patterns. Exhibit 1 shows the
traffic distri ution for the Critical AM, and PM peak hours as well
as 24 hour daily volumes. The total trip generation was analyzed
for each acces3 entry point as a worst case scenario. Exhibit 1
also shows that during the critical PM peak hour, 41 left turns
would be generated if a left turn pocket was to be constructed on
Tustin Ranch Road. The construction of this left turn pocket is
physically possible with the construction cost estimated at $45,100
as shown in E ibit 2. A detail sketch of the left turn pocket
design is shown in Exhibit 3. This design would restrict left turns
out of Palermo.
However, it should be pointed out that this left turn would be
uncontrolled which in turn would require a yield to on -coming
traffic. The current volume of traffic on Tustin Ranch Road is
approximately 3,000 vehicles per day. Future traffic projections
shown that this street will increase to 26,000 vehicles in the year
1995 and to 32,,000 vehicles by the year 2010. Future traffic
volumes for Irvine Boulevard will exceed 40,000 per day by the year
2010. As soon as the Tustin Ranch Road interchange with the Santa
Ana Freeway is completed, the right turn demand off of Irvine
Boulevard will. increase dramatically.
