RECOMMENDATION
CONSENT CALENDAR.NO. 7

It is recommended that the City Council adopt Resolution No. 92-21,
as submitted or revised, approving Final Tract Map 14295.
BACKGROUND
On April 22, 1991, the Planning Commission adopted Resolution No.
2899 recommending to the City Council approval of Vesting Tentative
Tract Map 14295, a request to subdivide 18.3 acres into 77 numbered
lots and seven lettered lots to allow construction of 77 single-
family dwellings. The City Council approved Vesting Tentative Map
14295 on May 6, 1991 by adopting Resolution No. 91-62. This
approval included numerous conditions to be met prior to approval
of the Final Map, which the applicant has complied with.
On January 13, 1992, the Planning Commission adopted Resolution No.
2992, recommending approval of Final Tract Map 14295 to the City
Council. The Final Map is now ready for recordation with the
Orange County Recorder's Office. Prior to recordation, the Final
Map must be reviewed and approved by the City Council.
The site is bordered by Jamboree and Pioneer Roads to the east and
west, Patriot Way to the south, and a proposed elementary school to
the north.
CONCLUSION
The resolution approving the Tentative Tract Map 14295 included
numerous conditions which were required to be satisfied prior to
recordation.. All required revisions and conditions have been met.
Staff has determined that the Final Map is in conformance with the
Tentative Map approval, requirements of the East Tustin Specific
Plan, Development Agreement, the City's Subdivision Code, the East
Tustin EIR and the State Subdivision Map Act. Based on this
conformance, it is recommended that the City Council adopt
City Council Report

A RESOLUTION OF THE CITY COUNCIL OF.
THE CITY OF TUSTIN APPROVING FINAL
TRACT MAP NO. 14295
The City Council of the City of Tustin does hereby
resolve as follows:
I. The City Council finds and determines as follows:
A. That Final Tract Map No. 14295 has been
submitted by The Fieldstone Company.
B. That a Public Hearing was held by the Planning
Commission on April 22, 1991. At that
hearing, the Planning Commission recommended
approval of Vesting Tentative Tract Map 14295
to the City Council. Subsequently, the City
Council approved Vesting Tentative Tract Map
14295 on May 6, 1991.
C. The Planning Commission recommended approval
of Final Map 14295 to the City Council on
January 13, 1992.
D. That following tentative map approval, the
applicant filed Final Tract Map 14295 which
conforms with the approved tentative tract
map.
E. That the proposed subdivision is in
conformance with the Tustin Area General Plan,
adopted East Tustin Specific Plan, Development
Agreement and Subdivision Map Act as it
pertains to the development of residential
units.
F. The 0.7854 acres of parkland required for this
development was previously dedicated with
recordation of Tract 13627.
G. That the City has reviewed the status of the
School Facilities Agreement between the Irvine
Company and the Tustin Unified School
District, the East Tustin Specific Plan, EIR
85-2, the impacts of Vesting Tentative Tract
14295 on School District facilities, and
reviewed changes in State law, and finds and
determines that the impacts on School District
facilities by approval of this map are
adequately addressed.

H. That the site is physically suitable for the
type of development proposed.
I. That the site is physically suitable for the
proposed density of development.
J. That the design of the subdivision or the
proposed improvements are not likely to cause
substantial environmental damage or
substantially and avoidably injure fish or
wildlife in their habitat.
K. That the design of the subdivision or the type
of improvements proposed will not conflict
with easements acquired by the public -at -
large, for access through
subdivision, the
property within the propos
L. That the design of the subdivision orthe
types of improvements proposed are not likely
to cause serious public health problems.
M. That the Final Map is in substantial
conformance with the Tentative Map.
N. That the project is considered Ministerially
Exempt pursuant to Section 15268(B) of the
California Environmental Quality Act.
II. The City Council hereby approves Final Tract Map
No. 14295 subject to final approval of the City
Engineer.
PASSED AND ADOPTED at a regular meeting of the Tustin
City Council, held on the 20th day of January 1992.
