To approve Resolution #92-16 amending the City of Tustin Salary
Schedule.
BACKGROUND:
The Arroyo Seco study (a managment audit of the Public Works
Department) recommended the reorganization of the Field Services
Division approved by Council in the 1990-91 budget. The study
recommended that the City change from two three-person crews to
three two -person crews. A Tree Trimmer Leadworker position was
eliminated and the Tree Trimmer job description has been revised to
reflect a few additional responsibilities. This change results in
a savings to the City by a reduction in salary costs. Since this
is a change in working conditions of the Tree Trimmer
classification, a Meet & Confer meeting with the Tustin Municipal
Employees Association is required prior to implementation.
On December 24th, 1991, a meeting was held with John Adams
representing the Tustin Municipal Employees Association. The City
did not wish to add a new classification to the classification
plan, however, the Tustin Municipal Employees Association felt they
should be compensated for the additional duties assumed by the
reorganization. TMEA and the City agreed to add one additional
step to the salary range for the position of Tree Trimmer.
To complete the reorganization of the Public Works Department as
recommended by the Arroyo Seco study, staff recommends that this
additional step be approved for the position of Tree Trimmer.

RESOLUTION #92-16
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN TO AMEND THE CLASSIFICATION AND
COMPENSATION OF TREE TRUMIERS
WHEREAS, the city management representatives have met and conferred
with the representatives of the Tustin Municipal Employees Association on behalf
of the non -management general employees; and
WHEREAS, the Meet and Confer meeting has resulted in an agreement
to add one additional step to the Tree Trimmer salary range; and
WHEREAS, the City now desires to complete the implementation of the
reorganization of the Public Works Maintenance Department as recommended by
the Arroyo -Seco study;
NOW, THEREFORE, the City Council of the City of Tustin, California,
does hereby resolve as follows:
1. That one additional step be added to the Tree Trimmer salary range as
attached.
2. That this change be effective immediately on the first day of the current
pay period.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City
Council of the City of Tustin, California, held on the 20th day of January, 1992.
