STATUS REPORT - ST. JEANNE DE LESTONNAC SCHOOL DRIVEWAY ACCESS
RECOMMENDATIONS:
Receive and File.
BACKGROUND:
At the January 6, 1992 City Council meeting, representatives of the
St. Jeanne de Lestonnac School, at 16791 East Main Street, raised
a concern about the impacted Main Street access to and from the
school as a result of the I-5 Freeway widening project being
administered by Caltrans.
The initial I-5 widening project called for the closure of the Main
Street driveway resulting in a single access to and from the school
via an easement over the private street identified as Stoneglass.
Stoneglass is located along the easterly boundary of the school and
is owned by the condominium development (Briarwood) located
immediately easterly of the school.
The representatives of St. Jeanne de Lestonnac School requested the
following:
1. That the City Council approve a Caltrans redesign of the
Main Street driveway access.
2. Convert Stoneglass from a private to a public street.
3. Set up a joint meeting with the residents of the
Briarwood Condominium Development concerning the
conversion of Stoneglass from a private to public street.
City Council directed that this item be agendized for the January
20, 1992 Council meeting.
DISCUSSION:
Staff has met with the Caltrans design staff to discuss the
feasibility of a continued driveway access to Main Street at its
current location. Caltrans has completed a preliminary design to
maintain a twenty-seven foot wide driveway to Main Street and it is
currently under study by City staff to determine if it meets all of
the visibility and traffic safety requirements that the staff has
previously expressed. It is anticipated that this review will be
completed about mid -week of January 20th.
Staff has also requested formal concurrence from Caltrans to modify
depth of the water line installation in the vicinity of the subject
driveway to accommodate the depressed elevation in the event the
driveway access to Main Street is constructed.
Staff has investigated the feasibility of converting the private
street, Stoneglass, to a public street. This conversion could be
accomplished, but it would have certain impacts and costs to the
requesting party(s),.as follows:
1. Dedication of the required Stoneglass Street right-of-way
requested as a public street.
2. Reconstruction of the street to public street standards
with respect to geometrics and pavement structural
sections. This requested conversion could require the
removal of the landscaped median island and removal of
the embossed concrete pavement at the entrance of the
private street.
It is staffs suggestion that if the driveway access to Main Street
is maintained to and from the school site, that the City should not
be the lead agency initiating the request to convert Stoneglass
from a private street to a public street. This request should
formally be initiated by the Briarwood Homeowners Association and
St. Jeanne de Lestonnac School, who would be the benefiting
parties. Additionally, any costs associated with this conversion
should be borne by the requesting parties and not the City.
Staff will be requesting a meeting with representatives of both the
Briarwood Homeowners Association and St. Jeanne de Lestonnac School
during'the week of January 20th or 27th to discuss the merits of
converting Stoneglass to a public street.
