CONSENT CALENDAR ITEMS
All matters listed under the Consent Calendar are considered
to be routine and will be enacted by one motion without
discussion. Persons wishing to speak regarding Consent
Calendar matters should file a “Request to Speak” form with
the City Clerk. (Agenda Items 1 through 5)
1. APPROVAL OF MINUTES – JOINT REGULAR MEETING OF THE CITY
COUNCIL AND THE SUCCESSOR AGENCY TO THE TUSTIN COMMUNITY
REDEVELOPMENT AGENCY HELD ON FEBRUARY 17, 2015.
Recommendation: That the City Council approve the Action Minutes of the
Joint Regular Meeting of the City Council and the Successor Agency to the
Tustin Community Redevelopment Agency held on February 17, 2015.
2. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
The City Council has approved the use of Government Code Section 37208 to
expedite the payment of City of Tustin and Tustin Community Redevelopment
Agency obligations that are in accordance with the approved budget or
continued operations authorizations.
Recommendation: Approve Payroll in the amount of $623,145.35; and
Demands in the amount of $1,337,938.22.
3. 2014 GENERAL PLAN ANNUAL REPORT AND ANNUAL MITIGATION
MONITORING STATUS REPORT FOR FEIS/EIR FOR MCAS TUSTIN
SPECIFIC PLAN
The California Government Code requires that the Planning Commission
provide an annual progress report to the City Council on the status of the City's
General Plan and the progress in its implementation, including the progress in
meeting our share of regional housing needs and efforts to remove
governmental constraints to housing development, maintenance, and
improvement.
In addition, the City Council certified the Program Final Environmental Impact
Statement/Environmental Impact Report (FEIS/EIR) for the Disposal and Reuse
of MCAS Tustin along with its Supplemental and Addendums. The FEIS/EIR
evaluated the environmental impacts of the reuse and disposal of MCAS-Tustin,
City Council and Successor Agency March 3, 2015

which included the adoption of a Mitigation Monitoring and Reporting Program
(MMRP) pursuant to CEOA Guidelines Section 15097. The MMRP requires
annual review to ensure compliance with required mitigations.
On February 24, 2015, the Planning Commission reviewed the General Plan
Annual Report and Annual Mitigation Monitoring Status Report and authorized
staff to forward the reports to the City Council. With Council authorization, staff
will forward the General Plan Annual Report to the State Office of Planning and
Research and the State Department of Housing and Community Development
(HCD) in fulfillment of the State's requirement, and receive and file the Annual
Mitigation Monitoring Status Report.
Recommendation: That the City Council:
1. Authorize staff to forward the General Plan Annual Report to the State
Office of Planning and Research and the State Department of Housing
and Community Development; and
2. Receive and file the Annual Mitigation Monitoring Status Report and
authorize staff to submit a subsequent report when considerable and
significant activities occur.
4. RENAME THE FUTURE 31.5 ACRE TUSTIN LEGACY PARK
At the February 3, 2015, City Council meeting, the Council directed staff to work
with the Community Services Commission to evaluate and clarify possible park
names for the future 31.5 acre park site and provide two to three names for
consideration at a future meeting.
Recommendation: Approve the Community Services Commission's
recommendation and rename Tustin Legacy Park - Veterans Sports Park at
Tustin Legacy.
5. ADOPT RESOLUTION 15 -11 TO APPROVE PLANS AND SPECIFICATIONS
AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE CITY HALL HVAC
REPLACEMENT (CIP 10032)
The plans and specifications for the City Hall HVAC Replacement (CIP 10032)
have been prepared and the project is ready to be bid.
Recommendation: That the City Council:
1. Adopt Resolution No. 15 -11 approving plans and specifications for the
City Hall HVAC Replacement (CIP 10032), and
2. Authorize the City Clerk to advertise to receive bids.

HVAC REPLACEMENT (CIP 10032)

6. WATER DEPOSIT POLICY AND ADOPTION OF RESOLUTION NO. 15 -10
The adoption of Resolution No. 15 -10 will establish a comprehensive policy
governing required customer deposits associated with applications for new or
continued water service. The proposed City of Tustin Water Department Deposit
Policy will establish criteria for determining deposit amounts based on customer
credit risk and will replace the uniform deposit amount currently set forth in the
City's Comprehensive Schedule of Fees.
Recommendation: That the City Council adopt Resolution No. 15 -10 adopting
a City of Tustin Water Department Deposit Policy governing required customer
deposits associated with applications for new or continued water service from
the City of Tustin, replacing the deposit requirements set forth in the City's
Comprehensive Schedule of Fees.
