BACKGROUND: On November 4, 1991 Council declared certain City vehicles and 'work equipment surplus and not required for public use in accordance with Ordinance No. 871 of the City of Tustin. In November, 1991 the Irvine Unified School District contacted the Field Services Division of the City of Tustin and expressed intcrest in purchasing two of the patrol units scheduled for sale at auction.
