RECOMMENDATION
That the Tustin City Council by minute order action approve
Company request for time extension from December 1, 1991 to June

BACKGROUND
on October 2, 1989 , the City Council held a.: public hearing in the. Council
Chambers of the City of Tustin to ascertain whether Underground Utility
District No. it - Red Hill Avenue should be established which resulted in the
introduction of Ordinance No. 1031. On October 16, 1989 Ordinance No. 1031
was passed and adopted by the City Council and became effective thirty (30)
days after adoption.
Underground Utility District No. 11 extends along both sides of Red Hill
Avenue between Sycamore Avenue on the. south and Copperfield Drive on the
north.
Section III of Ordinance No. 1031 ordered the removal of all poles, overhead
wires and associated overhead structures and the underground installation of
wires and facilities for supplying electric, communication or similar
associated service within Underground Utility District No. 11 on or before
December 1, 1991.
All three private properties requiring on-site work for the conversion of
overhead services to underground services have completed their obligations.
DISCUSSION
On December 2, 1991, staffreceived a request from Ms. Pat Buttress of the
Southern California Edison Company -to extend the December 1, 1991 date to
June 1, 1992 due to their current workloads.
Staff has reviewed this request and supports the requested time extension to
June 1, 1992. The City Attorney's office has indicated that an extension may
be granted through a minute order action by the City Council and an amendment
to Ordinance No. 1031 is not required.
