SUBJECT: MAINTENANCE OF PARKWAYS ON WALLED ARTERIAL ROADWAYS
RECOMMENDATIONS:
Receive and file.
BACKGROUND:
At a previous City Council meeting the City Council raised a
concern about the maintenance of the parkway areas on arterial
roadways that are bordered by concrete walls and have no residences
fronting on the streets. A few typical examples of this type of
area would occur on the following roadways: -
Bryan Avenue between Red Hill Avenue and Browning. Avenue
* Segments of Yorba Street between Vinewood Avenue and
Jacaranda Avenue
* Segments of Prospect Avenue between Irvine and
Seventeenth Street
From time to time the parkway areas, will accumulate leaves from
either the City street trees or adjacent private property trees and
some routine litter. Many of the adjacent residences either have
their backyards or sideyards adjacent to the arterial roadways and
in most instances are buffered with a concrete blockwall or wood
fence with no access from the residence to the street.
DISCUSSION:
The City staff routinely maintains these isolated parkway areas on
a quarterly basis and on a more frequent basis when needed, as a
result of public complaints or routine inspections.
In order to address the Council concern, staff will accelerate the
parkway maintenance program on arterial roadways from a quarterly
basis to a bi-monthly program and if this scheduling does not meet
the community needs, it can be readjusted in the future.
