HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION REQUEST FOR A PARKING VARIANCE ON BROWNING AVENUE SOUTH OF SUBJECT: BRYAN AVENUE ON SATURDAYS DURING BASEBALL SEASON FOR THE TUSTIN EAST LITTLE LEAGUE RECOMMENDATION It is recommended that the City Council, at their meeting of January 6, 1992, deny the request for a parking variance on the west side of Browning Avenue south of Bryan Avenue on Saturdays during Baseball season for the Tustin East Little League. BACKGROUND At the November 18, 1991 City Council Meeting, Councilmember Potts requested consideration of a parking variance for the west side of Browning Avenue south of Bryan Avenue. The variance would allow parking in an existing no stopping zone on Saturdays during the Tustin East Little League season on the west side of Browning Avenue. The Tustin East Little League uses the baseball field at Columbus Tustin Middle School located at the southwest corner of Bryan Avenue and Browning Avenue. Browning Avenue is currently striped with two through lanes in each direction of travel and a left turn lane for northbound to westbound Bryan Avenue traffic for a total of five lanes. The no stopping zone on the west side of Browning Avenue extends from Bryan Avenue to the southern driveway of the school parking lot. The east side of Browning Avenue has parking restricted from Bryan Avenue south to Parkview Way. The school parking lot currently provides 79 parking spaces and on -street parking is available south of the parking restricted areas. DISCUSSION To facilitate enhanced traffic operations, Browning Avenue north of Parkview Way is striped with a left -turn lane at the Bryan Avenue traffic signal. In .order to accommodate the left -turn lane the curb adjacent travel lanes are reduced to sixteen feet wide. A curb lane width of sixteen feet is not wide enough to provide for both parallel parking and a travel- lane in a safe manner. Normally the curb lane should be., twenty feet wide in order to safely provide for both parallel parking and travel. As the other through traffic lanes and the left -turn lane are presently at practical minimum widths, the curb lanes cannot be widened to accommodate parking without the removal of one or more travel lanes. Further south where the left -turn lane transition is no longer causing the need for a reduced curb lane width, the curb width is twenty feet and parallel parking is allowed. ' The area which is currently parking restricted is not an excessive length. With parallel on -street parking permitted south of this area coupled with the 79 spaces available in the school parking lot, it is felt that adequate parking is available to the Tustin East Little League without allowing parking within a limited area where insufficient room exists for such. A schematic plan is attached to this report which delineates this area in more detail. AR Robert S.
