CALL TO ORDER ! PLEDGE OF ALLEGIANCE
INVOCATION - The Invocation will be given by Rev. Christopher Heath, St. Cecilia's
Roman Catholic Church.
ROLL CALL
PUBLIC INPUT- At this time members of the public may address the City Council
regarding any items not on the agenda and within the subject matter jurisdiction of the City
Council (NO ACTION can be taken on off-agenda items unless authorized by law). If you
wish to address the City Council on any matter, please fill out one of the blue forms located
on the speaker's podium and submit to the City Clerk so that your remarks on the tape
recording of the meeting can be' attributed to you. When you start to address the City

PUBLIC HEARING ( ITEM I )
1. ADOPTION OF THE 1995 URBAN WATER MANAGEMENT PLAN
The California Urban Water Management Planning Act, established by State
Assembly Bill No.' 797, requires every urban water supplier providing water for
municipal purposes to more than 3,000 customers or supplying more than 3,000
acre-feet of water annually to prepare and adopt an urban water management plan
containing prescribed elements.
Recommendationi Hold a public hearing on and adopt the Tustin Water Service's
1995 Urban Water Management Plan by adoption of the following Resolution No.
96-18, and order that said Plan be filed with the State of California Department of
Water Resources as recommended'by the Public Works Department/Water Division:

AGREEMENT
Recommendation: Approve the Cooperative Agreement for the San'Diego Creek
Sediment Monitoring and authorize the Mayor to execute said agreement as
recommended by the Public Works Department/Engineering Division.
RESOLUTION NO. 96-22 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FoR WALNUT
AVENUE SB 821 PEDESTRIAN IMPROVEMENTS FRANKLIN AVENUE TO MYFORD
ROAD (PROJECT NO. 700061)
Recommendation: Adopt Resolution No. 96-22 approving the plans and specifications
for Walnut Avenue SB 821 Pedestrian Improvements Franklin Avenue to Myford
Road and directing the City Clerk to advertise for bids as recommended by the Public
Works Department/Engineering Division.
PLANNING COMMISSION ACTION AGENDA- FEBRUARY 12, 1996 .
All actions of the Planning Commission become final unless appealed by the City
Council or member of the public.
Recommendation. Ratify Planning Commission Action Agenda of February 12, 1996.
RESOLUTION NO. 96-21 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, RELATING TO THE COMPENSATION OF CONFIDENTIAL
EMPLOYEES
Recommendation: Adopt Resolution No. 96-21 relating to compensation of
confidential employees to grant confidential employees the same compensation and
benefits as other general employees as reCommended by Personnel Services.
TUSTIN POLICE OFFICERS ASSOCIATION MEMORANDUM OF UNDERSTANDING
Recommendation' Authorize the City Manager to execute subject Memorandum of
Understanding with the Tustin Police Officers Association with the understanding
that the Association president sign and execute this document by Monday, February
19, 1996 as recommended by Personnel Services.
TUSTIN MUNICIPAL EMPLOYEES ASSOCIATION MEMORANDUM OF
UNDERSTANDING
RecommendatiOn· Authorize the City Manager to execute subject Memorandum of
Understanding with the Tustin Municipal Employees' Association as recommended
by Personnel Services.

11. ORDINANCE NO. 1162, MILITARY BUY BACK OPTION
Ordinance No. 1162 had first reading by title only and introduction at the February
5, 1996 City Council meeting.
Recommendation: Have second reading by title only and adoption of the following
Ordinance No. 1162 (roll call vote):
ORDINANCE NO. 1162 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, AUTHORIZING AN AMENDMENT TO THE CONTRACT
BETWEEN THE CITY COUNCIL OF THE CITY OF TUSTIN AND THE BOARD OF
ADMINISTRATION OF THE CALIFORNIA PUBLIC EMPLOYEES' RETIREMENT

12. TUSTIN HIGH SCHOOL GRAD NITE FUNDING REQUEST
The Tustin High School Grad Nite Committee' is requesting a $4,000 donation from
the City for the annual graduation night party.
Recommendation: Pleasure of the City Council.
13. REHABILITATION OF TUSTIN HIGH SCHOOL OUTDOOR BASKETBALL COURTS,
SOUTHWEST CORNER OF SAN JUAN STREET AND ORANGE STREET
The Public Works Department has investigated the existing condition of the outdoor
basketball courts at Tustin High School and formulated the probable construction
cost to rehabilitate the courts to a suitable 'playing surface.
Recommendation: If the City CounCil wishes to contribute to the rehabilitation of the
outdoor basketball courts at Tustin High School, that staff be directed to negotiate
a Construction Cost Sharing and Joint Use Agreement with the Tustin Unified School
District as recommended by the Public Works Department/Engineering Division.
14. MID-YEAR BUDGET REVIEW
The City Council will review the 1995-96 budget at mid-year.
Recommendation: Pleasure of the City Council.
15. APPROVAL OF JOINT AGREEMENT/ORANGE'COUNTY BANKRUPTCY
The City Council will be considering approval of a Joint Agreement between the
cities and the County of Orange related to the continuing resolution of the
bankruptcy.
Recommendation: Pleasure of the City Council.

COMMITTEE REPORTS- City Council
CLOSED SESSION- The City Council will convene in closed session to confer with the
City Attorney and Special Counsel regarding W.D. Franks vs. City of Tustin, WCAB No.
AHM 0040436; to confer with the City Attorney regardi'ng Heritage Construction vs. City
of Tustin, Robert Bein, William Frost and Associates, Inc., (OCSC No. 742620; and tO
confer with Nick Nichols, the City's labor negotiator. The employee organizations involved
in potential negotiations are Tustin Municipal Employees Association and Tustin Police
Officers Association. Unrepresented employees are management and confidential units.
ADJOURNMENT - The next regular meeting of the City Council is scheduled for
Monday, March 4, 1996, at 7:00 p.m. in the Council Chambers at 300 Centennial Way.
