Huston, Executive Director Mike Henley, Director of Community Services NEWPORT FAMILY AND YOUTH CENTER - CONTRACT PROJECT MANAGEMENT SERVICES AUTHORIZATION FOR RECOMMENDATION: Authorize the Assistant Executive Director to negotiate and execute an agreement with Howard, Needles, Tammen and Bergendoff, Inc. (HNTB) for Project Management Services for the Newport Family and Youth Center, subject to City Attorney approval. FISCAL IMPACT: Contractual project management services are estimated at $105.00/hour, with a not-to-exceed total of $17,640.00. The South Central Redevelopment Project Area will provide the necessary funding, which will be reimbursed by CDBG funds. BACKGROUND: Coordination of the design process, development of working drawings and bid documents, and construction and administration are critical to keeping a major construction project on schedule and within budget. Originally, it was thought that Community Services Department staff would be able to manage the design and development of the Newport Family and Youth Center project. As the Agency is aware, this project needs to be expedited and ready to occupy by the start of the 1996-97 school year. In light of other projects that.have been planned, scheduled and started, the project adds another priority to an already full schedule. A number of other Community Services Capital Projects cannot be tabled due to design contracts already in place. Stopping these projects in process could also cost the City additional money. Staff believes the use of a contract construction and project manager would ensure that the' Newport Family and Youth Center project is kept on schedule and within budget. Unfortunately, the time needed to conduct a request for qualifications, review and rate proposals, and the contract negotiations would impact this project's schedule. Staff is recommending that the Agency continue use of HNTB for construction and project management services for the Newport Family and Youth Center. HNTB has previously provided successful construction management services to the City for the Civic Center renovation; completion of the masterplan and construction of the Coiumbus Tustin Gymnasium; design, development and construction of the Page 2 RDA Report - Newport Family & Youth Center February 20, 1996 newly completed Tustin Sports Park; and masterplanning and anticipated construction management of the Tustin Tree Park. The firm's expertise in managing these projects has reduced the number of change order requests made by the general contractors, saving the City significant financial dollars. Being able to focus on the management of the construction process also resulted in all the projects being completed on or ahead of schedule. Additional strength HNTB brings to the process is their excellent professional rapport with the City and Agency staff, which has developed over several projects, and a thorough understanding of the City of Tustin's development process. It would be staff's intentiorl in the future to go through the normal RFP process when construction and project management services are needed on other capital projects. Staff is, therefore, recommending that the City Council authorize the Assistant ExecutiVe Director to negotiate and execute an agreement with HNTB for Construction and Project Management Services for the Newport Family and Youth Center at an hourly rate of $105.00, and not to exceed $17,640.00, for all services, subject to approval of any contract by the City Attorney. /~Mike ~e~ley Director, Co~uni Seivices MH:sc skc 1 nfy/hntbagnd.wah
