CALL TO ORDER / PLEDGE OF ALLEGIANCE
INVOCATION- The Invocation will be given by Dr. Lloyd Strelow, Peace Lutheran
Church.
ROLL CALL
PUBLIC INPUT- At this time members of the public may address the City Council
regarding any items not on the agenda and within the subject matter jurisdiction of the City
Council (NO ACTION can be taken on off-agenda items unless authorized by law). If you
wish to address the City Council on any matter, please fill out one of the blue forms located
on the speaker's podium and submit to the City Clerk so that your remarks on the tape
recording of the meeting can be attributed to you. When you start to address the City
Council, please state your full name and address for the record. A Public Input portion is
provided both at the beginning and end of the meeting.
PUBLIC HEARING ( ITEM I )
1. INTERIM URGENCY ORDINANCE- WIRELESS COMMUNICATION FACILITIES
The wireless communication industry is presently undergoing a technological
transformation allowing individuals to communicate with a number of communication
devices including traditional telephones, cellular Phones, personal pagers, facsimile
machines and computers. With these changes, wireless communications technology
will result in a significant increase in the number of requests for wireless
communication facilities nationwide. The existing City Code provisions pertaining to
public wireless communications facilities do not. adequately address the potential
impacts of a significant increase in the number of facilities citywide. Staff is in the
process of amending the Zoning Code to include a new section on wireless
communication facilities and it is expected to be an eighteen month process requiring
an extension of Urgency Ordinance No. 1163 for the maximum 22 months and 15
days.
Recommendation by the Community Development Department:
a. Have first reading by title only and introduction of Ordinance No. 1163,
establishing interim regulations for public wireless communication facilities.
b. Adopt the following Ordinance No. 1163 (4/5ths vote required; roll call vote):

All matters listed under Consent Calendar are considered routine and will be enacted by one
motion. There will be no separate discussion of these items prior to the time of the voting
on the motion unless members of the Council, staff or public request' specific items be
discussed and/or removed from the Consent Calendar for separate action.

APPROVAL OF MINUTES- FEBRUARY 20, 1996 REGULAR MEETING
Recommendation: Approve City Council Minutes of February 20, 1996.

APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation: Approve Demands in the amount of $723,628.54 and ratify
Payroll in the amount of $327,961.31.

PLANNING COMMISSION ACTION AGENDA - FEBRUARY 26, 1996
All actions of the Planning Commission become final unless appealed by the City
Council or member of the public.
Recommendation' Ratify Planning Commission Action Agenda of February 26, 1996.

AWARD CONTRACT FOR WATER MAIN REPLACEMENT ON 17TH STREET AT SR-
55 FREEWAY- PROJECT NO. 600127'
Recommendation: Award the contract for the subject project to B.R. Day
Construction, Inc. of Covina, California, in the amount of $176,054.00 as
recommended by the Public Works Department/Water Division.

REQUEST FOR PERMIT PARKING ON CINDY LANE AND LETTY LANE
Recommendation' Approve the request for permit parking on Cindy Lane and Letty
Lane, and direct staff to prepare the necessary documentation to amend City Code
Section 5331 to designate these streets with on-street parking by permit only as
recommended by the Public Works Department/Engineering Division.
REGULAR BUSINESS (ITEMS 7 THROUGH 10 )
7. ORDINANCE NO. 1162, MILITARY BUY BACK OPTION'
Ordinance No. 1162 had first reading by title only and introduction at the February
5, 1996 City Council meeting.
Recommendation' Have second reading by title only and adoption of the following

BOYS AND GIRLS CLUB OF TUSTIN - GRANT REQUEST FOR YOUTH ROLLER
HOCKEY PROGRAM
At the direction of the City Council, the Parks and Recreation Commission .reviewed
the Boys and Girls Club's request of a $5,000 grant to help underwrite program
costs of this year's Youth Roller Hockey Program.
Recommendation: Pleasure of the City Council.
9. TUSTIN HIGH SCHOOL GRAD NITE FUNDING REQUEST
At the February 20, 1996 City Council meeting, Mr. Pete Seitz, representing the
Tu. stin High school Grad Nite Committee, requested the City Council consider
donating $4,000 to the annual graduation night party. City Council requested that
Mr. Seitz contact the Tustin Public Schools Foundation for funding prior to,
consideration by the City Council.
Recommendation: Pleasure of the City Council.
10. REHABILITATION OF TUSTIN HIGH SCHOOL OUTDOOR BASKETBALL COURTS,
SOUTHWEST CORNER OF SAN JUAN STREET AND ORANGE STREET
Staff has investigated the existing condition of the outdoor basketball courts at
Tustin High School and formulated probable construction costs to rehabilitate the
courts to a suitable playing surface.
Recommendation: Pleasure of the City Council.

COMMITTEE REPORTS- City Council
CLOSED SESSION- The City Council will convene in closed session to confer with the
City Attorney and Special Counsel regarding W.D. Franks vs. City of Tustin, WCAB No.
AHM 0040436; and to confer with the City Manager regarding 'compensation for
management employees.

ADJOURNMENT- The City Council has scheduled interviews on March 18, 1996, prior
to the City Council meeting (time has not been determined) to fill a vacancy on the Cultural
Resources Advisory Committee; and the next regular meeting of the City Council is
scheduled for Monday, March 18, 1996, at 7:00 p.m. in the Council Chambers at 300
Centennial Way.
