HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/WATER DIVISION AWARD CONTRACT FOR WATER MAIN REPLACEMENT ON 17TH STREET AT SR-55 FREEWAY- PROJECT NO. 600127 RECOMMENDATION: It is recommended that the Tustin City Council, at their regular meeting of March 4, 1996, award the contract for the subject project to B.R. Day Construction, Inc. of Covina, California, in the amount of $176,054.00. FISCAL IMPACT: $176,054.00 for this project phase of which 78.2% will be reimbursed by the State of California Department of Transportation (Caltrans). There is $470,000 budgeted for completion of this project in the FY 1995/96 Tustin Water Services Capital Improvement Program. BACKGROUND: Bids were opened on February 16, 1996, for the subject project and 8 bids were received as follows: 1. B.R. Day Construction Inc. $176,054.00 2. G.R. McKervey, Inc. $181,273.00 3. Sully-Miller Contracting Company $187,930.00 4. SRD Construction $189,244.00 5. Savala Construction Co., Inc. $193,502.50 6. Simich Construction Company, Inc. $196,625.00 7. T.A. Rivard, Inc. $203,530.00 8. Zaich Construction, Inc. $233,460.00 The low bid by B.R. Day Construction, Inc. is 7.7% under the engineer's estimate of $190,805.00. The Contractor's references have been verified and past job performance has been satisfactory. DISCUSSION: The 17th Street water main replacement is the second phase of a three phase project consisting of the relocation of various water mains along the SR-55 (Costa Mesa) Freeway .at 17th Street, Santa Clara AWARD CONrRACT FOR WATER MAIN REPLACEMENT ON 17TH STREET AT SR-55 FREEWAY - PROJECT NO. 600127 March 4, 1996 Page 2 Avenue, and Fairhaven Avenue. This work is necessary to facilitate the current widening of the SR-55 between 17th Street and south of the SR-22 (Garden Grove) Freeway. All of the above water lines will be replaced using 10 and 12-inch restrained joint ductile-iron pipe. - Caltrans will reimburse the City 78.2 percent for this project per the utility agreement approved by the Tustin City Council on June 19, 1995. Due to the need for upgrading its facilities for future needs, the City will fund the additional 21,8 percent. Tim D.
