HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: REQUEST FOR PERMIT PARk~/NG ON CINDY LANE ARD LETTY LANE RECC~94ENDATION: It is recommended that the City Council, at their meeting of March 4, 1996, approve the request for permit parking on Cindy Lane and Letty Lane, and direct City Staff to prepare the necessary. documentation to amend City Code Section 5331 to designate these streets with on-street parking by permit only. FISCAL IMPACT: It is estimated that the cost to install permit parking signs on the subject streets is approximately $600.00. Funds are currently available in the Public Works/Engineering Division and Field Services Division operating budgets to accommodate this work. BACKG~DUND: In June 1995, the City received a letter from Ms. Annette Bartolomucci (attached) of 13432 Cindy Lane expressing concern with the on-street parking of vehicles overflowing from the apartment complexes on Bryan Avenue in the area of the subject streets. She further requested that the City investigate the possibility of designating Cindy Lane and Letty Lane with on-street parking by permit only. The subject streets are located off of Bryan Avenue east of Newport Avenue (see attached, exhibit). Ms. Bartolomucci has provided signatures (attached) of residents on both streets that support permit parking on the subject streets. 83% of the residents on both subject streets have indicated their support for Permit parking on their streets. DISCUSSION: Section 5331 (n) of the Tustin City Code currently provides for parking by permit only on Heatherfield Drive and Sandwood Place between Mitchell Avenue and Cloverbrook Drive, and on Rosalie Place and Quent Drive. The residents on those streets are issued special parking permits by the Tustin Police Department to park on the streets between the hours of 2:00 a.m. and 6:00 a.m., seven days a week. Based upon staff observations, residents from the apartments on the south side of Bryan Avenue are utilizing Cindy Lane and Letty Lane for overflow parking. Based upon field reviews over a period of months, it appears to involve approximately six vehicles and is REQUEST FOR PERMIT PARKING ON CINDY LANE AND LETTY LANE March 4, 1996 Page 2 most pronounced at night-time during weekends. Staff has met ~ith the apartment manager who has indicated she is addressing the issue of tenants utilizing garages for storage rather than for auto parking. Staff observed 'that there appears to be sufficient parking on-site to meet code requirements. The overflow parking situation on Cindy Lane and Letty Lane is similar to the 'previous parking situations on the aforementioned streets of Heatherfield Drive, Sandwood Place, Rosalie Place and Quent Drive. It is envisioned that permit parking on Cindy Lane and Letty Lane would be consistent with permit parking in the other aforementioned areas of the City. The Tustin Police Department has been contacted regarding this item and they have indicated their support for the proposed Permit parking in the subject area. CONCLUSION: Permit parking has proven effective in eliminating concerns of residents regarding overflow parking from apartments and condominiums in other areas of the City. Staff feels that permit parking on Cindy~Lane and Letty Lane will resolve the residents concern with the overflow parking issue in this area. If the Council approves the concept of permit parking for Cindy Lane and Letty Lane, staff will prepare an amendment to the appropriate Tustin City Code section for council consideration at a subsequent meeting. The neighborhood is single- _ · family residential. .. Our neighborhood abuts Bryan Avenue which has substantially increased in traffic volume in the last few years. As the traffic has increased, the . City'has reduced parking along Bryan, apparently in the interest of traffic safety. An unintended result of that. parking reduction has had a noticeable negative impact on our neighborhood. The "Windsor Arms", a multi-unit apartment complex directly across Bryan from the ONLY entrance/exit to our neighborhood, apparently has insufficient or underutilized parking. Their overflow,(which used to park along Bryan), now uses our previously quiet residential streets as an adjunct parking lot. The result has been: *Cars parked for days or weeks at a time in front of our homes. *Parking' congestion at the intersection of Cindy Lane and Bryan, resulting in difficult turning movements into and out of the neighborhood, and reduced visibility. *An increasing sense of blight. Transient cars, trash deposited by their owners, noisy rental trucks parking and leaving at odd hours, lack of street sweeping:- all contribute to the slow deterioration of our historically well-tended, safe, community- oriented neighborhood.' We have two requests: 1. We request that the Windsor Arms be required to provide adequate off-street parking for their tenants and guests. 2.
