REGULAR MEETING OF THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY

CALL TO ORDER

REGULAR BUSINESS · (ITEMS I THROUGH 5 )
1. CLOSED SESSION
The Redevelopment Agency will recess to closed session to confer with general
counsel regarding real property acquisition at 14001 and 14011 Newport Avenue;
730, 750 and 770 El Camino Real; 725, 600-71 2 El Camino Way; Tustin, California.
The parties involved are:- the Tustin Community Redevelopment Agency and the
State of California; Csik Zoltan, The Philip L. Crawford Trust of Omega Trust, Tustin
Motor Lodge, the Jessee T. Anderson Trust and the William R. Zappas Trust.
2. EL CAMINO REAL PLAZA PROJECT
Staff has worked with Vestar/Carlson Development Services and.William and Peter
Zappas to determine if agreement could be reached between the two entities for
development of the El Camino Real Plaza project. Agreement between the two
parties were unsuccessful and staff has utilized the services of Sedway Kotin
Mouchly Group to examine and comment on the original proposals submitted by
Vestar/Carlson Development Services and William and Peter Zappas.
Recommenc)ation: Pleasure of the Agency.
3. APPROVAL OF MINUTES - FEBRUARY 20, 1996 REGULAR MEETING
Recommendation: Approve the Redevelopment Agency Minutes of February 20,
1996.
4. APPROVAL OF DEMANDS
Recommendation: Approve Demands in the amount of $32,818.23.
5. MULTI-FAMILY DEMONSTRATION PROJECT: SOUTHWEST NEIGHBORHOOD
In November, 1993, the Agency adopted the Comprehensive Affordable Housing
Strategy, which detailed a ten-year action plan for the expenditure of the City and
the Agency housing funds. To implement the iAffordable Housing Strategy, staff
prepared a Request for Proposals to for-profit and non-profit developers for the
development of owner occupied housing in and near the South Central
Redevelopment Agency Agenda 1 March 4,-1996
Redevelopment Pr t Area. Two proposals were .,. ~itted and upon review by
staff, both proposa,~ were unacceptable. Staff believes the Agency may achieve
more success by identifying specific property owners/developers who have the
financial and technical ability and experience to achieve what the Agency wants.
Recommendation: Pleasure of the Agency.
OTHER BUSINESS
ADJOURNMENT- The next regular meeting of the Redevelopment Agency is scheduled
for Monday, March 18, 1996, at 7:00 p.m. in the Council Chambers at 300 Centennial
Way.
