RECOMMENDATION
That the Planning Commission approve the nomination of 435 West Second Street to
the Tustin Historic Register Plaque Designation Program and select "Ahern House" as
the most appropriate historical name and "circa 1915" as the date of construction of the
property.
BACKGROUND AND DISCUSSION
Owners of historic homes or commercial buildings in Tustin are eligible to participate in
the City's plaque designation program, called the Tustin Historic Register. The purpose
of the voluntary program is to recognize Tustin's historic properties, educate the public,
increase public interest in historic properties, and promote community pride. The
bronze plaques, purchased through the program, may be mounted on the building or set
on metal stakes. Property owners who would like to participate are responsible for the
cost, installation, and maintenance of the plaques.
The plaques display the construction date of the building, up to two (2) lines of text, and
are identified with the words "Tustin Historic Register." A photograph of a Tustin
Historic Register plaque is shown in Figure 1. Nomination forms are obtained from the
Community Development Department. Anyone, including the Commission, may
nominate properties.
On January 27, 2015, the owners of the single family residence at 435 West Second
Street submitted a nomination form (Attachment A) to the Community Development
Department. Pursuant to the procedures approved by the City Council on November 6,
2007, the nomination form was forwarded to the presidents of the Tustin Preservation
Conservancy and Tustin Area Historical Society on February 2, 2015 (Attachment B).
The two (2) groups were requested to collaborate and/or review the nomination,
research the history of the property, and to note the most appropriate historical name
and date of construction.

The Tustin Preservation Conservancy and Tustin Area Historical Society transmitted the
attached emails (Attachment C) to the Community Development Department regarding
the nomination.

The Craftsman Bungalow located at 435 West Second Street (see photograph in Figure
2 and Attachment D) is believed to have been built sometime between 1908 and 1915
at the northwest corner of Browning Avenue and Laguna Road (EI Camino Real). The
residence has a C rating in the City's 1990 Historical Survey and a 5B1 rating in the
City's 2003 Historical Resources Survey, which denotes a property that is eligible for
local listing as a contributor to a local historic district. Although the home has been
altered over the years, these alterations do not impact the integrity of the building.
Handwritten notes by Tustin historian and author, Carol Jordan, indicate that the home
may have been built as early as 1885. However, when Ms. Jordan evaluated the
property in conjunction with the 2003 Historical Resources Survey, the date of
construction was estimated to be between 1908 and 1915. Further, tax records show
that the home was built in 1915.
According to the City's Historical Resources Survey, the house was sold to Margaret
Annie Ahern and her husband in 1917. The Aherns owned the home for approximately
30 years. The home was moved to its present site when the Santa Ana Freeway was
constructed in the early 1950s.

It is recommended that "Ahern House" be selected as the most appropriate historical
name for the property. The date on the plaque should be "circa 1915." If the plaque is
approved by the Commission, order the plaque from the manufacturer and notify the
property owner once the plaque has been delivered.

Nomination Form
Thank you for nominating a property to the City's plaque designation program. The purpose of the plaque
designation program is to recognize Tustin's historic properties, educate the public, increase public interest in
historic properties, and promote community pride. All properties listed in the Tustin Historic Resources Survey
are eligible for nomination to the program. Owners of properties that are selected by the City's Planning
Commission for the program are not obligated to purchase and/or display the plaque. Participation is
completely voluntary. The Planning Commission will consider the nomination in approximately six weeks.

the Preservation Conservancy would like to recommend that the name be "Ahern House" and the
year 1915.
This is one of the homes TPC is honoring this year with a Happy Birthday sign in the front yard as
100 years old. We were able to confirm the year through tax records.

Attached are copies of the notes. They are not dated as to when they were written and they may be hard to read,
particularly the one that appears to have the early residents or owners of the home. The entries that we are interpreting
as residents or owners may have an alternate explanation. Just not enough information.

Thank you for this information. I would life to have a copy of Carol Jordan's notes. She assisted with the City's 2003
Historical Resources Survey. Perhaps these notes were taken after the Survey was completed.
Does the Historical Society wish to recommend the most appropriate date and name for the residence?

The Following is some additional information we found regarding the house at 435 W.
Second St.
AccordingtO rough, handwritten notes by Carol Jordan, the house was built between
1885 and 1900 by Arthur Bennett, which conflicts with the reported dates of 1908 to
1915 in the City of Tustin Historical Survey, and belonged to James Irvine Co and the
bank between 1902 and 1905. Carol Jordan's notes list several persons who resided in
the home between 1908 and 1917 when the Aherns purchased it.
According to Historical Society Board member, Joyce Miller, the property was on Irvine
land and originally used as housing for Irvine Co. supervisory employees. Joyce Miller
also claims the house was moved just prior to 1950.
We have no further verification of the information reported in these notes.
