RECOMMENDATION:
Authorize the City Manager to execute an agreement with Hassett &
Davis to operate rides and concessions at Tustin Tiller Days.
FISCAL IMPACT:
Last year Hassett & Davis paid $12,268, which represented fifteen
percent of gross receipts from carnival rides, to the Tustin
Community Foundation to offset expenses. This year the Foundation
will receive fifteen percent of gross receipts up to $85,000 and
twenty percent of all ride receipts thereafter. Under the
renegotiated agreement, staff estimates the Foundation should
receive about $15,000 this year.
Other revenue is derived from booth rentals and sponsorships. The
gross return to the Foundation from all sources at Tiller Days last
year was $32,000. Revenue from Tiller Days is used to offset the
direct costs to produce the event. Indirect costs for Police and
Field Services support are not reimbursed.
BACKGROUND & SUMMARY:
Last year the City contracted with Hassett & Davis to provide rides
and concessions at Tiller Days. The carnival was a tremendous
success with an estimated attendance of 50,000. The Foundation
collected over $12,.000 from ride and concession revenue. In
addition, many local non-profit groups raised money through food
and beverage sales.
This year the Foundation should receive about $15,000 from the
carnival operators. Changes 'to the agreement provide for the
Foundation to receive an increased percentage from ride receipts in
excess of $82,000. Under terms of the revised agreement Hassett &
Davis will have to provide a $1,500 deposit to cover any damages to
Columbus Tustin Park. The term of the agreement is for one year
with two one-year extensions available.
The carnival operator must submit an insurance certificate thirty
days prior to the event. Staff recommends approving the agreement
for rides and concessions with Hassett & Davis.
