HUSTON, CITY MANAGER COMMUNITY SERVICES DEPARTMENT AWARD OF AGREEMENT - FOURTH OF JULY FIREWORKS RECOMMENDATION: Direct the City Manager to execute an agreement for services with Fireworks & Stage FX America (Fireworks America) in the amount of $10,500 for the 1996 Fourth of July Celebration. FISCAL IMPACT: The 1995/96 budget includes $12,000 for the Fourth of July Celebration. $10,500 is allocated for the pyro-musical show and fireworks. The remaining money will be used for the sound system, portable toilets rental and entertainment. Some expenditures will be incurred in the 1996/97 budget; port-o-lets, sound equipment, and entertainment with an estimated cost of $3,000. These serVices will be addressed under separate agreements. BACKGROUND: Planning is currently underway to produce the annual Fourth of July Celebration. Community Services staff requested proposals from four companies; Fireworks America, Lantis, Pyro- spectacular and Zambelli International. The 1995 contract was awarded to Lantis for $9,000. On the day of the show Lantis riffled to deliver the fireworks to Tustin High School in a timely manner. To rectify the situation, Lantis waived the remaining balance of $74,500. With this cost savings, the fireworks portion of the budget has been increased from $9,000 to $10,500. Ail four companies submitted formal proposals in the amount of $10,500. DISCUSSION: The proposal from Fireworks America is for $10,500 which includes a complete themed pyro- musical show. The fireworks would include 398 aerial shells of various sizes and 58 low level sets and ground pieces. Fireworks America provides shows for Sea World, the City of Poway and the City of LaVerne. Fireworks America is located in San Diego, California, making them geographically desirable. They have indicated that the City of Tustin show would arrive on a separate truck. This is very important, since it assures us that they will not be going to other locations before or after unloading our show. - The 1995 celebration was contracted with Lantis. Their proposal includes 380 aerial shells of various sizes and 81 set and ground pieces. Due to the problems with delivery and execution, staff recommends not choosing Lantis's proposal in 1996. ' Zambelli International's proposal indicates a lack of understanding of local regulations and ordinances and did not comply with the RFP. They have proposed a show including several 6"' and 8" shells. Site restrictions limit the Tustin show to a .maximum of 5" shells. In addition, Zambelli has notified the City that electronic shooting would not be possible. This would require us to dig trenches in the baseball fields. Staff does not recommend this. Zambelli is located in New Castle, Pennsylvania with the fireworks coming from out of state. Pyro-spectacular is located in Rialto, California and does several other large shows throughout California. Their proposal does not contain a break of shell counts and set pieces. Although they have provided the show in years past, staff cannot recommend awarding this year's program to Pyro-spectacular, due to an incomplete proposal. SUMMARY: Fireworks America has proposed the highest quality show with 398 aerial pieces and 58 low level and set pieces. The show would include a customized soundtrack with an Olympic theme. The fact that they are local, combined with the transportation of our show in its own truck, makes Fireworks America the best choice for the 1996 City of Tustin Fourth of July Celebration. Staff recommends that the City Council award the fireworks agreement to Fireworks America. Christi Carpenter/ Recreation Coordinator 4th july:96
