STATUS OF MEDIAN ISLAND/PARKWAY BEAUTIFICATION AND DRAINAGE
PROJECT AT STATE ROUTE 55/MCFADDEN AVENUE OFF-RAMP
RECOMMENDATION
It is recommended that the City Council receive and file this report.
FISCAL IMPACT
The landscaping of the median island will be funded through the South Central Redevelopment
Area Capital.Fund. The cost of the demolition and new plant material is budgeted at $9,500.00.
The remaining costs associated with this project will be brought to the Council .for authorization
when required.
DISCUSSION
The landscape architectural firm of Robert Goto and Associates has recently completed a landscape
design for the remediation of the McFadden Avenue off-ramp median island. The proposed design
removes the four existing Evergreen Pear trees (afflicted with Fire Blight) and groundcover and
replaces them with six 48" box camphor trees, two rows of Bird of Paradise plants planted at 42"
on center, and ground cover consisting of India Hawthorne. The City's tree trimming contractor
will remove the existing trees and the Public Works Department Field Services Division will
complete the removal of the existing groundcover and installation of all the new plant material.
The Field Services Division has currently scheduled the demolition/replacement work to begin on
March 25, 1996 and expects to complete the project within seven working days.
Concurrent with the landscaping work, staff is applying to Caltrans for an encroachment permit to
replace the existing chainlink fence adjacent to the south side of the off-ramp with a "Supermesh'
fence that is impossible to unravel and difficult to cut. The fence will run approximately 800' from
the Newport Avenue right-of-way to the existing block wall adjacent to the freeway. Preliminary
cost estimates indicate the installation will be approximately $21,280.00 based upon a cost of
$26.60 per foot installed. It is anticipated that the permit will be obtained and the fence installed by
early May.
The design and construction of this project also involves replacing the open channel drainage
facility on the south side of the off-ramp with an underground pipe and landscaping the parkways
on each side of the ramp. The storm drain design phase will be completed during FY 96/97 for an
approximate cost of $50,000: Subsequent landscape design and construction of the project will
occur in FY 97/98. It is probable that the design and construction will be funded through the
Community Development Block Grant Program.
