SUBJECT:FINAL ACCEPTANCE OF PUBLIC IMPROVEMENTS - COLUMBUS TUSTIN WELL
EMERGENCY POWER RETRO FIT (PROJECT NO. 600112)
RECOMMENDATION:
It is recommended that the Tustin City Council, at its regular meeting of April 1, 1996, adopt the attached Resolution
No. 96-30 accepting said work and authorizing recordation of the Notice of Completion.
Assuming no claims or stop payment notices are filed, it is further recommended that the City Council authorize
payment of the 10°/3 retention amount of $12,471.47 thirty-five days aRer the date of recordation of Notice of
Completion. This amount, together with previous payments of $112,243.20 represents 100OA of the final contract.
FISCAL IMPACT:

BACKGROUND:
At its meeting of April 17, 1995, the City Council authorized award of the contract for the Columbus Tustin Well
Emergency Power Retrofit to American Electric Company of Orange, California. The project encompassed
installation of a transfer switch and emergency power connections at Columbus Tustin Well, and purchase of a portable
emergency generator. The generator is also capable of alternately powering the newly completed Vandenberg Well.
DISCUSSION:
The Water System Storage Evaluation Study, completed by Daniel Boyle Engineering Inc., determined that the City's
water system has a storage shortfall of approximately 10 million gallons, and recommended that an emergency
generator be purchased for Columbus Tustin Well to make up a portion of the shortfall. The Well is capable of
providing two million gallons per day of emergency water supply with completion of this project.
The prOject has now been completed to the satisfaction of the Water Division.

RESOLUTION NO. 96-30
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING WORKS -OF IMPROVEMENT AND
AUTHORIZING RECOP~ATION OF NOTICE OF COMPLETION FOR
COLUMBUS TUSTIN WELL EMERGENCY POWER RETROFIT,
PROJECT NO. 600112.
WHEREAS, American Electric Company, haVing a contract with the City of Tustin ·
to construct the hereinafter described public work and improvement; and
WItEREAS, the City Engineer has duly certified to the construction and completion
of' said public improvements hereinafter mentioned in a manner satisfactory to the City
Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has completed said public
improvement hereinafter more particularly described in accordance with the provisions of the
contract documents and the notice of completion, and acceptance of said public work and
improvement should be fried and payment of the balance due said contract authorized in
accordance with the contract document.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said public work and improvement be and the same is hereby accepted. Said public work
and improvement is more particularly described as follows:
Columbus Tustin Well Emergency Power Retrofit, Project No. 600112
BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin be and
is hereby authorized to execute and file a notice of completion and acceptance of said public
work and improvement described herein as required by law.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin, held on the 1st day of April, 1996.
