HUSTON, CITY MANAGER FROM: COMMUNITY DEVELOPMENT DEPARTMENT' SUBJEC~ SERVICE AUTHORITY ABANDONED VEHICLE (SAAV) REIMBURSEMENT PROGRAM RECOMMENDATION That the City Council approve the appropriation of funds received from the Service Authority Abandoned Vehicle (SAAV) Reimbursement Program to the Community Development Department - Planning Division (3010) Supplies and Services Accounts. FISCAL IMPACT The Orange County Transit Authority as Service Authority for the Abandoned Vehicle Reimbursement Program has provided $9,469.96 for the purchase,of equipment to support t~e Abandoned Vehicle effort. There will be no impact to the General Fund. BACKGROUND In recognition of the growing problems of abandoned vehicles in the State of California, Assembly Bill (AB) 4114 was enacted on September 30, 1991. AB 4114 established local Service Authorities for the purpose of assisting in the abatement of abandoned vehicles and to act as a conduit for distribution of reimbursement monies. OCTA is the Service Authority for Orange County. Through this program, a $1.00 fee is imposed on vehicles registered to owners with an address in the county which has an established a Service Authority. AB 4114 provided the ability to impose the fee by a Service Authority for a period of five years. To extend this sunset clause, Assembly Bill (AB) 135 was passed in October 12, 1995, and became effective on January 1, 1996 extending the Vehicle Abatement Reimbursement Program to January 1, 2000. As part of AB 135, any surplus unexpended monies in the Vehicle Abatement Reimbursement accounts were to be returned to the State City Council Report Service Authority Abandoned Vehicle (SAAV) Reimbursement Program April 1, 1996 Page 2 Controller for deposit in the State Transportation Fund. Before surplus monies are transferred to the State, the OCTA, as the Service Authority, is allowing participating cities a one-time draw down on surplus monies in their Vehicle Reimbursement Accounts through the purchase of equipment that supports the Abandoned Vehicle effort. DISCUSSION The City has received a reimbursement check for $12,749.68 from the Service Authority Abandoned Vehicle (SAAV) Program. $9,469.96 of the reimbursement was allocated for the purchase of equipment to support the City's Abandoned Vehicle Program. The remainder ($3,279.72) of the reimbursement is for actual Police and Code Enforcement Vehicle Abatement activities and administrative costs for the fourth quarter of 1995. In our reimbursement request to the SAAV program, the Community Development Department identified a number of equipment items' and supplies for which the $9,469.96 would be allocated.
