HUSTON, CITY MANAGER/~.~~ RESOLUTION NO. 96-32 Mayor Pro Tem Worley requested that the City Council adopt Resolution 96-32 concerning funding for the Orange County Library System. As pointed out in the Resolution, State diversion of revenue from the library system has caused a reduction of library services and closure of some branches.. As the City Council is aware, a study is being prepared concerning the funding and governance of the Orange County Library System. Regardless of the outcome of the study and how the system is eventually governed, Resolution No. 96-32 deals with the problems caused by the State directing income from the library system. RESOLUTION NO. 96-32 A RESOLUTION OF THE CITY COUNCIL OF THE cITY OF TUSTIN STATING THE COMMITMENT OF THE CITY OF TUSTIN TO RECOVER STATE LIBRARY FUNDING WHICH HAS BEEN WITHDRAWN WHEREAS, in FY 1991-92 the operational cost of the Orange County Public Library System was $23,586,076, of which $4,649,690 or 19.7% was from the Special District AUgmentation Fund (SDAF); and WHEREAS, in FY 1992-93 the operational cost of the Orange County Public Library.-System was $24,252,686, of which $5,734,167 or 23.6% was from the SDAF; and WHEREAS, in FY 1993-94 the operational cost of the Orange County Public Library System was $21,130,624 of which $5,727,999 or 27.1% was from the SDAF; and ' WHEREAS, in FY-1994-95 SDAF funding was eliminated by the State Legislature causing the County of Orange to supplement the library fund by diverting funding from other County priorities; and WHEREAS, the County of Orange declared bankruptcy in December, 1994 and is unable to provide supplemental funding, thereby forcing severe curtailment of services and closure of some library branches; NOW, THEREFORE, be it resolved that the City Council of the City of Tustin urges the State Legislature to restore funding for the Orange County Library System in order to avoid further library closures and elimination of vital library services. And BE IT FURTHER RESOLVED that a copy of this resolution be sent to the State Senators and Assemblymembers representing Tustin, and to each city served by the Orange county Library System.
