Huston, City Manager Community Services Department NEWPORT FAMILY AND YOUTH CENTER PRELIMINARY PLAN REVIEW Recommendations: 1. Review and comment on site plan. 2. Direct staff to begin developing construction documents. Back~round: At the November 20, 1995, regular meeting of the Tustin Community Redevelopment Agency, the Agency authorized the use of South Central Project Area increment for the acquisition and architectural design services for the Newport Family and Youth Center. The firm of Dougherty and Dougherty has been engaged to develop a preliminary design for the rehabilitation of the 6,000 s.f. building to provide a suitable site to serve as a drop-in center for use as an educational, recreational and child care facility that serves the citizens of Southwest Tustin. Assisting the architect is a design team consisting of Sue Ko, Head Start; Melissa O'Neal, TAFFY; CynDi Glavas, TUSD; Mike Henley, TCSD; and Gary Magill, TCSD. Technical support to the design team is provided by department representatives from Planning, Building, Police, and Public Works. The architect was provided the following design guidelines: 1. Provide a cost effective design solution. 2. Because of the limited square footage and the number of service providers utilizing the facility, multiple use of space is essential. 3. Visibility from the interior workspace to all of the activity areas is essential. NEWPORT FAMILY AND YOUTH CENTER PRELIMINARY PLAN REVIEW Page 2 4. An innovative storage design for equipment and supplies that doesn't encroach upon programming space is essential. 5. Design must meet ADA, as well as licensing regulations for the Head Start program. o Construction materials used must be able to withstand the use and abuse of children. They must be strong, but easy to clean and maintain. , Building and site design must be interesting, innovative and fun. The facility should serve as a source of pride, and an attraction to the young people in the families that it serves. Three organizations will provide services at the center. Orange Children and Parents Together, Inc. (OCPT) will provide a licensed Head Start program for 51 students. They require a minimum of 3,000 s.f. within the center, plus an outdoor play area. The member organizations of the TAFFY Coalition will provide a full range of family services. The Tustin Healthy Start Program Director will be housed at the facility to provide daily program oversight. The City's Community Services Department will be providing youth recreation programs. Funds are available for Community Services program staff through the Community Development Block Grant Program. Tenant leases are being negotiated with OCPT and Tustin Healthy Start. The project is on an extremely tight time frame. We anticipate substantial completion by the first of September. At that time, occupancy can occur and programming can begin. Final completion should be mid-October. The remaining project milestones are as follows: · Development of Plans and Specifications · Bid Phase · Construction Phase · Open Apr-May, 1996 May-Jun, 1996 Jun-Aug, 1996 September, 1996 The design team is at a critical milestone in the process and is requesting City Council direction regarding the Preliminary Plan. Once the Preliminary Plan is accepted, the archltect will begin developing construction documents.. At the start of the design process, staff estimated construction costs between $500,000 to $550,000. The Preliminary Plan presented tonight fits within this estimate. Construction funding will come from CDBG and South Central Project Area increment. A budget appropriation will need to be made for construction funding. This will occur as part of the construction bid award process. Their comments Xvill be provided at tonight's meeting. Representatives from OCPT will be at the meeting and would like an opportunity to address the Council. Neill Noble, project architect, will also be aVailable to discuss specific design considerations.
