HUSTON, CITY MANAGER FROM: pUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: PROFESSIONAL SERVICES AGREEMENT FOR CONSULTING CITY TRAFFIC ENGINEERING SERVICES RECO~NDATION: It is recommended that the City Council, at their meeting of April 15, 1996, award a Professional Services Contract to Willdan A~sociates to provide traffic engineering services to the City and authorize execution of a Professional Services Agreement by the Mayor and City Clerk, subject to the City Attorney's approval as to form. FISCAL IMPACT: In the past, it has annually cost approximately $80,000.00 to fund this service. There will not be any cost increase with the change of consulting firms. This service is budgeted within the Public Works/Engineering Division operating account (4020) and funds are currently budgeted. BACKGROUND: In June 1984, the City entered into an agreement with BSI Consultants, Inc., to provide consulting traffic engineering services to the City in lieu of having a full-time City Traffic Engineer staff position. BSI Consultants have continuously provided these services to the City since that date. Those services have typically included such items as: maintaining and updating striping, signing, and marking plans, reviewing and recommending improvements regarding traffic operations and traffic safety issues, reviewing traffic studies for environmental assessment, precise design plans, conditional use permits, tentative tract maps, and similar projects. In February 1996, the City received a letter from Berryman & Hennigar (formerly BSI Consultants) indicating that due to internal personnel changes they were unable to continue to provide traffic engineering services and requested termination of the current agreement for these services. Professional Services Agreement For Consulting City Traffic Engineering Services April 15, 1996 Page 2 DISCUSSION: In response to Berryman & Hennigar's recent letter, the Engineering Divisi°n"solicited proposals from the following five (5) consulting firms experienced in providing municipal traffic engineering services: Associated Traffic Consultants, CH2M Hill, Hank Mohle & Associates, Hartzog & Crabill, Inc., and Willdan Associates. .The City received four proposals for consideration (Associated Traffic Consultants, CH2M Hill, Hartzog & Crabill, Inc and Willdan Associates). -, In conformance with State legislative requirements, the proposals were reviewed and evaluated based upon demonstrated competence, professional qualifications necessary to provide for the satisfactory performance of the required service, familiarity and prior experience with providing this type of service, and reasonableness of the proposal. In addition, interviews were conducted with the highest ranking firms. Based upon the noted criteria, interviews, and reference checks from other agencies, it is recommended that Willdan Associates be selected to provide consulting city traffic engineering services to the City of Tustin. Willdan Associates proposes to commit resources to the City of Tustin at the same rate previously received from BSI Consultants, Inc. FURNITURE RECOMMENDATION: That the City Council, at their regular meeting of April 15, 1996, declare the equipment detailed in this report surplus and not required for public use and authorize the Public Works Department to dispose of equipment in accordance with Ordinance No. 871 of the City of Tustin. FISCAL IMPACT: The total proceeds received for the sale of the aforementioned vehicles and work equipment is to be credited to the General Fund. BACKGROUND: Section 1626A(2) of the City of Tustin Ordinance No. 871 discusses the disposition of property and requires the purchasing agent to prepar© a written estimate value of any surplus items not usable by the City or not required for Public Use. Further, the City Council must fred that these surplus items are not required for public use and after said finding, the purchasing agent shall have the authority to sell such items in accordance With Sections 1625D of Ordinance No. 871, whichever is applicable. DISCUSSION: The Public Works Department is prepared to sell the equipment at the next available auction.
