HUSTON, CITY MANAGER FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJEC~ CERTIFIED LOCAL GOVERNMENT 1996 GRANT APPLICATION RECOMMENDATION That the City Council take the following actions: , Adopt Resolution No. 96-39 authorizing the filing of an application to the State Office of Historic Preservation for a Certified Local Government grant. The grant will be used for the development of Commercial Sign Guidelines for the Cultural Resources District and for attendance at one workshop and one annual conference by members of the Cultural Resources Advisory Committee and support staff; o Authorize the Community Development Director or her authorized representative as the agent for the City to coordinate, process and execute all documents within the scope of the grant project; and, , Agree that all required local' matching funds or in-kind services be provided by the City for the proposal. FISCAL IMPACT The submittal of the grant application at this time does not result in a direct fiscal impact to the City. Should the grant proposal receive funding, the City would have to demonstrate the use of matching funds during the administration of the project at a minimum rate of 40 percent of the total project cost. The City's matching fund share for the Commercial Sign Guidelines for the Cultural Resources District and workShop/conference attendance is estimated to be $13,384 in in-kind services, including paid staff time, office space and unpaid time contributed by Cultural Resources Advisory Committee members. City Council Report CLG 1996 Grant Application April 15, 1996 Page 2 BACKGROUI~D/D I SCUSS I ON Each year federal National Park Service funds are made available in the form of grants to local agencies for the purpose of fostering historic preservation within their communities. A certain percentage of these monies is earmarked for communities recognized for their preservation efforts as Certified Local Governments (CLGs). For the 1996 ~federal fiscal year, approximately $100,000 in funds is estimated to be made available to qualified CLGs in California. Tustin has been recognized as a CLG since July 31, 1991, and is eligible to compete for this year's grant awards. Previous grants have funded the Old Town educational video in 1992, a seismic rehabilitation project in 1994, and workshop and conference attendance by staff and members of the Cultural Resources Advisory Committee in 1995. The State Office of Historic Preservation (SOHP) administers the program for the National Park Service. The State requires applicants to provide a minimum 40 percent "fair share" matching fund indicating significant community support for the proposed project. Matching funds can take the form of cash contributions or in-kind services (e.g. staff, personnel time, overhead, office space, telephone, supplies and other administrative costs). The City's 1996 application proposes the use of in-kind services to satisfy the "match" requirement. The "match" will include the City's cost of existing staff paid from the General Fund, the cost of existing office space, and the unpaid time donated by Cultural Resources Committee members. No reimbursement of Committee member time is proposed. The SOHP recognizes that the time and expertise of unpaid professional volunteers has value and allows Volunteer time to be accounted for in our matching contribution. No expenditure of additional general funds is necessary. According to grant application instructions, a proposed project must provide evidence of benefit to the community and its historic resources, receive City Council support and clearly indicate the City's ability to provide'administrative support. Grant funds may be-used for a number of activities including the preparation of historic and cultural resource surveys, nominations to the National Register of Historic Places, training and education, and other projects. Projects ineligible for funding include construction or property acquisition proposals, actual restoration work, and interpretive displays. Projects that address SOHP's 1996 program objectives, which include projects that will establish a coherent City Council Report CLG 1996 Grant Application April 15, 1996 Page 3 preservation plan or an historic preservation plan element as part of the community's general plan, will be awarded extra points during the project screening and rating. However, the establishment of a preservation plan was not identified by the Cultural Resources Advisory Committee as,a priority project for the City of Tustin. The following summarizes the project'proposal that staff, with input from the Cultural Resources Advisory Committee, recommends be submitted for the 1996 CLG grant. GRANT PROPOSAL Commercial Siqn Guidelines In 1988, the Tustin City Council adopted Ordinance No. 1001, creating the City's Cultural Resources District and Cultural Resources Advisory Committee, to protect the City's residential and commercial historic resources. The Cultural Resources District is a unique neighborhood containing a variety of historically significant resources. Because of its historic character, the commercial section of the District has special needs which are unlike those of tYPical neighboring commercial districts. One of these special needs relates to business, signage. The City's Sign Code provides criteria for signs in commercial districts, but does not specifically address the individual signage needs of the Old Town district. Because Old Town is a sensitive area with special characteristics and needs, individualized sign guidelines are needed. In addition, Old Town merchants have expressed concerns with sign visibility and permitted temporary signs. The document would' be used by the Old Town business community as a guide for designing and placing new or replacement business signage as well as temporary and promotional signage. The types of signs identified in the Guidelines would be more sensitive to the integrity of historic buildings and the historic character of Old Town, thereby enhancing the City's efforts to preserve and revitalize the historic downtown. Signs constructed and placed according to the guidelines would promote the preservation of Old Town Tustin by improving the visual, appeal and character of the area while providing businesses with effective identification that fosters patronage and neighborhood identity. The ultimate goal would be to develop a more vital, active historic. core which serves as a focal point for the community and is a place .which the community wants preserved. City Council Report CLG 1996 Grant Application April 15,. 1996 Page 4 The requested project would be completed in several steps during a three to six month timeframe. Following grant approval staff would begin preparation of a request for proposals (RFP). After distributing the RFP to professional consultants with experience in the preparation of design guidelines, city staff would carefully screen the proposals received and would Select a consultant to assist in the preparation of the sign guidelines. As part of this process, input from the Cultural Resources Committee, the Planning Commission, and the Old ,Town business community would be encouraged. The Commercial Sign Guidelines would be developed as a user- friendly, easy to read document'. Photographs, sketches and graphics would complement text which would be clearly and concisely written and displayed. The various sections would discuss encouraged sign.types, locations, mounting, illumination, design, sizing, materials and quality. A summary of'the project budget is provided as Attachment A. Based on estimates obtained from other cities for the preparation of similar guidelines, and plans for historic downtowns, it is estimated that consultant fees for the preparat'ion of the Commercial Sign Guidelines described above would be approximately $7,00o. Traininq and Education Since Tustin is now recognized as a CLG, it is required that the members of the Cultural Resources Advisory Committee and City staff receive continuing education ,and training. The instructions for the CLG grant application list the training and education of Committee members and support staff as one type of activity to be considered for funding. Training funds have been received in past years. If CLG grant funds for training are not received this year, registration fees and related costs would need to be funded by the City's General Fund. Therefore, a portion of the grant sought by Tustin is requested to reimburse the City for the costs associated with travel, meals and registration fees to attend one workshop and a conference satisfying the CLG~training requirements. If awarded, the grant would enable the five members of the Cultural Resources Advisory Committee and two supporting staff persons to receive training. The contacts and information attained by those attending workshops and conferences would be important to the City's growing historic preservation program. summary of the project b~dget is provided as Attachment B. City Council Report CLG 1996 Grant Application April 15, 1996 Page,5 CONCLUSION As a CLG, the City Of Tustin is officially recognized as having~a local historic preservation program and is eligible to apply for grants to assist in the development of the program. The use of grant funds for Commercial Sign Guidelines for the Cultural Resources District and education and training in historic preservation-related topics for staff and Cultural Resources Advisory Committee members would contribute to this program and benefit the entire community. Staff recommends that Council adopt Resolution No. 96-39 authorizing the application be submitted for this year's CLG grant. Excess match is due to salaries and benefits for staff time and allowed value of volunteered CRAC member time required to attend the seminar and conference. 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 ~RESOLUTION NO. 96-39 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AUTHORIZING AN APPLICATION BY THE CITY OF TUSTIN TO THE STATE OFFICE OF HISTORIC PRESERVATION FOR A CERTIFIED LOCAL GOVERNMENT GRANT The City Council of the City of Tustin does hereby resolve as follows: WHEREAS, the Congress under Public Law 89-665 has authorized, the establishment of a National Historic Preservation Grants-in-Aid Program providing matching funds to the State of California and it~ eligible subdivisions for historic preservation context, survey, registration, and training; and WHEREAS, the State Department of Parks and Recreation i~ responsible for the administration of the program within the State, setting up necessary rules and procedures governing application under the program; and WHEREAS, said adopted procedures established by the State Department of Parks and Recreation require the applicant to certify by resolution the approval of applications and the availability of local· matching funds prior to submission of said applications to the State; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Tustin: o ° Approves the filing of an application for the National Historic Preservation Grants-in-Aid assistance for the development of Commercial Sign Guidelines for the Cultural Resources District and for attendance at one conference and one workshop related to historic preservation; Appoints the Community Development Director or her authorized deputy as the agent to coordinate, process, and execute all contracts, agreements, amendments, and ancillary documents within the scope of the attached application; and, Agrees. that all required local matching funds will be provided for the project. 10 11 12 13 14 15 16 17 18 19 2O 21 22 23 24 25 26 27 28 Resolution No. 96-39 Page 2 PASSED AND ADOPTED 'at a regular· meeting of the Tustin City Council, held on the 15th day of April,~ 1996.
