HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DMSION crrY OF TUSTIN APPLICATION FOR FY 1996/97 TltROUGIt FY 1999/2000 MEASURE M TRANSPORTATION DEMAND MANAGEMENT PROGRAM FUNDING FOR TUSTIN COMMUTER RAIL STATION (PROJECT NO. 700138) RECOMMENDATION It is reco~ended that the City Council, at their meeting of April 15, 1996, adopt the attached Resolution No. 96-40 requesting the Orange County Transportation Authority (OCTA) to include the City of Tustin Commuter Rail Station in the 1996-2000 Measure M Transportation Demand Management Program. FISCAL IMPACT If the subject application is approved by OCTA, the City's funding obligation for the Tustin Commuter Rail Station will be reduced by $100,000. BACKGROUND On October 3, 1994, a report outlining the Combined Transportation Funding Programs (CTFP) application process was presemed to the City Council for information. On October 17, 1994, the City Council approved the submittal of a five-year 1995-2000 CTFP application for 15 different projects. As a result of that application, the City of Tustin received approval/allocation of over $2.75 million for five projects including three separate pavemem rehabilitation projects on Newport Avenue, a widening project for the Irvine Boulevard/Newport Avenue intersection, and the Tustin Commuter Rail Station (approved CTFP funding allocations attached). OCTA's current call for projects is only for the Signal Improvement Program(SIP) (FY 1996-97) and the Transportation Demand Management (TDM) Program (1996-97 through 1999-2000), both of which are components of the CTFP. An application for an additional $100,000 for the Tustin Commuter Rail Station is proposed. The CTFP Guidelines have been amended by OCTA to limit TDM funding for projects to $100,000. The City does not have any traffic signal projects that would compete effectively for the SIP funds at this time. The attached resolution designates the project to be submitted by the City for FY 1998-99 of the TDM PrograLn~. Tim Seflet Director of Public Works/City Engineer DouglaJFAnderson Transportation Engineer TDS:DA:octa funding und~ Ctfp & r~so96-40 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 2O 21 22 24 25 26 27 28 RESOLUTION NO. 96-40 A RESOLUTION OF THE CITY'COUNCIL OF THE CITY OF TUSTIN, APPROVIING THE SUBMITTAL OF THE ATTACHED IMPROVEMENT PROJECT(S) TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE COMBINED TRANSPORTATION FUNDING PROGRAM WHEREAS, the City of Tustin desires to implement the transportation improvements listed below: Tustin Commuter Rail Station Parking Facility; and WHEREAS, the City of Tustin has been declared by the Orange County Transportation Authority to meet the eligibility requirements to receive Measure M "turnback" funds; and WHEREAS, the City's Circulation Element is consistent with the Orange County Master Plan of Arterial Highways; and WHEREAS, the City of Tustin will provide matching funds for the project as required by the Orange County Combined Transportation Funding Program Procedures Manual; and WHEREAS, the Orange County Transportation Authority intends to allocate funds for transportation improvement projects within the incorporated cities and the County NOW, THEREFORE, BE IT RESOLVED, DETERMINES, AND ORDERS AS FOLLOWS: that the City Council of the City of Tustin hereby requests the Orange County Transportation Authority allocate funds in the amounts specified in the City's application to the City from the Combined Transportation Funding Programs. Said funds shall be matched by funds from the City as required and shall be used to aid the City in the improvement of the Tustin Commuter Rail station Parking' Facility.
