RECOMMENDATION
It is recommended that the Tustin City'Council, at their meeting of April 15, 1996, award the
contract for Walnut Avenue SB 821 Pedestrian Improvements, Franklin Avenue to Myford Road to
Vart Construction Glendale, California, in the amount of $39,398.50; and authorize an interim
budget transfer of $8,600.00 from the Capital, Improvement Program fund to this project until
Fiscal Year 1996-97 SB 821 funds are provided to the City.
FISCAL IMPACT
The low bid is approximately 13% below the Engineer's estimate of $45,400.00. Funding for this
project will be provided with SB 821 monies allocated to the City of Tustin through the Orange
County Transportation Authority (OCTA). The total approved allocation to date is $34,735.00 and
it is anticipated that approximately $15,000.00 will be allocated for Fiscal Year 1996-97 and be
available to the City in July, 1996.
In the interim, it is recommended that the shortage of $4,663.50 plus an additional 10% of the
contract amount for contingencies or a total of $8,600.00 be funded with Capital Improvement fund
monies until receipt of the 1996-97 SB 821 monies from OCTA.

The project provides for the construction of sidewalk and curb ramps along the southerly side of
Walnut Avenue between Franklin Avenue and Myford Road.
This construction represents the last phase of sideWalk improvement along Walnut Avenue in the
industrial area between Tustin Ranch Road and Myford Road.
The references and the State Contractor's License of Vart Construction have been checked and
verified and are appropriate for this project.
