corner of Irvine Boulevardand Tustin Ranch Road into five (5) numbered and nine (9)
lettered lots to accommodate a maximum future development of 350 apartment
units, 94 condominium units, 89 single-family detached units and a 5 acre
neighborhood park.

Recommendation: Adopt Resolution No. 96-42 accepting the determination and
findings of the Retirement Review Board that Police Officer Ronald Frazier is disabled
and incapacitated within the meaning of Public Employees' Retirement Law for
performance of his duties in the position of police officer and that such disability is
a result of injury or disease arising out of or in the course of his.. employment as
recommended by Personnel Services.

Recommendation: Receive and file subject report as recommended by the Community

PROFESSIONAL SERVICES AGREEMENT FOR STRUCTURAL ANALYSIS OF THE
FOOTHILL, SIMON AND RAWLINGS RESERVOIRS (PROJECT NOS. 600113 &
600114)
Recommendation: Authorize the Mayor and City Clerk, subject to final City Attorney
approval, to execute subject. agreement with R2H Engineering, Inc. Structural
Engineering Services for the structural analysis of the Foothill, Simon and Rawlings
Reservoirs as recommended by the Public Works Department/Engineering Division.
SEVEN-YEAR WATER.SYSTEM CAPITAL IMPROVEMENT PROGRAM
Recommendation: Receive and file subject report as recommended by the Public

17. EXTENSION OF CABLE TELEVISION SERVICE TO TUSTIN GARDENS
Management of the apartment complex, Tustin Gardens, and Continental Cablevision
have been negotiating for some months over the installation of cable television
service at Tustin GardenS.
Recommendation: Direct staff to continue working with both parties to promote a
resolution of this matter as recommended by the City 'Attorney.

MARINE CORPS AIR STATION EL TORO
iPACT REPORT (EIR) FOR
In response to the County of Orange's circulation of a Notice of Preparation of an
Environmental Impact Report for the MCAS El Toro Reuse Plan, Tustin staff has
identified a number of major areas of environmental concern which should be
evaluated within the EIR.

Recommendation: Direct staff to transmit comments regarding community~ issues
and concerns for evaluation within the Environmental Impact Report (EIR) being
prepared for Marine Corps Air Station (MCAS) El Toro as recommended by the
Community Redevelopment Agency.
TUSTIN EASTERN LITTLE LEAGUE FUNDING REQUEST
At the April 1, 1996 City Council meeting, Councilmember Potts requested a letter
soliciting funding for the Tustin Eastern Little League be agendized for City Council
discussion.

FINANCING OF CAPITAL IMPROVEMENT PROJECTS
Participation in the Countywide Public Financing Authority will enable the City to
finance the $1,356,801.00' cost of the 800 MHz system and the. approximate
$1,000,000 for design and construction of the 5.0 acre park.
Recommendation: Pleasure of the City Council.
