STACK, DIRECTOR OF PUBLIC WORKS /CITY ENGINEER SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE ANNUAL ROADWAY REHABILITATION AND CITYWIDE SIDEWALK REPAIR PROJECT CIP NO. 70014 SUMMARY The plans and specifications for the Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70014 have been prepared and the project is now ready to be bid. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 15 -13 approving the plans and specifications for the Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70014, and authorize the City Clerk to advertise to receive bids. FISCAL IMPACT Funding in the amount of $1,750,000 has been budgeted and appropriated in the Fiscal Year 2014 -2015 Capital Improvement Program for the Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70014. The project is part of the City's on -going Maintenance of Effort (MOE) obligation to maintain eligibility for Renewed Measure M (M2) funding. The total engineer's estimate is $1,540,000. CORRELATION TO THE STRATEGIC PLAN Rehabilitation of roadways and repair of sidewalks contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy #3, which among other items, is to ensure continuous maintenance and improvement of public facilities. DISCUSSION AND BACKGROUND The Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70014 for Fiscal Year 2014 -2015 includes asphalt concrete pavement repair, asphalt concrete overlay, slurry sealing, and traffic striping on various streets throughout the City within Zone 3 of the City's Pavement Management Program. The City is divided into seven pavement management zones with one zone targeted each year for pavement maintenance. Through a rolling seven year cycle, this program is intended to maintain the integrity of City streets. The current phase, Zone 3 (see attached map), is generally bounded by the city boundary to the north, Newport Avenue to the west, El Camino Real to the south, and Browning Avenue to the east. Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project April 7, 2015 Page 2 Effective July 1, 2014, the Renewed Measure M Ordinance (Ordinance No. 3) requires each City to maintain a minimum level of local streets and roads expenditures from the City's General Fund regarding the Maintenance of Effort (MOE) benchmark of $1,222,756 for this fiscal year in order to avoid the risk of becoming ineligible for M2 funds. CIP No. 70014 also includes the Annual Sidewalk Repair Project which focuses on removal and replacement of damaged sidewalk to correct tripping hazards at numerous locations throughout the City based on an annual field survey conducted by the Engineering Division. The field survey identifies and evaluates locations where tree roots are causing sidewalk and curb and gutter damage. Under the project, some of these trees will be removed and replaced with trees of an acceptable species more suitable to the parkway area as recommended by the City's Certified Arborist. This project also provides improvements throughout the City to comply with the Americans with Disabilities Act (ADA). These locations are typically requested by citizens or are identified by City staff to provide for completion of missing segments of sidewalk and curb ramps to improve pedestrian access. Since this project involves the replacement and repair of existing facilities with minor modifications, it is Categorically Exempt under California Environmental Quality Act (CEQA) requirements. A Notice of Exemption has been prepared for the project, and will be recorded with the County of Orange. Stack, P.E.
