City Manager JP.P Finance Director N/A TO: HONORABLE MAYOR AND MEMBERS OF CITY COUNCIL FROM: CITY MANAGERS OFFICE SUBJECT: FORMATION OF VETERANS ADVISORY AD HOC COMMITTEE SUMMARY: At its February 17, 2015 meeting, the City Council directed staff to explore, in greater detail, the establishment of a Veterans Advisory Committee /Commission. The purpose for this Committee is to serve in an advisory capacity and offer recommendations to the City Council on veterans' affairs including, but not limited to, housing, jobs, healthcare and legislation. RECOMMENDATION: It is recommended the City Council establish a City Council Veterans Advisory Ad Hoc Committee and Veterans Working Group to comprehensively examine existing veteran programs and activities, and explore potential opportunities to provide additional support/resources and recognition. FISCAL IMPACT: The cost for implementation of this program during the initial 6 -9 months is estimated at $3,000.00. Future items which may have an economic impact to implement will be brought back to the City Council for consideration. CORRELATION TO THE STRATEGIC PLAN: This item contributes to the fulfillment of the City's Strategic Plan Goal D, Strong Community and Regional Relationships, specifically addressing Strategy 3, by obtaining feedback and strengthening partnerships with the community on veteran affairs. BACKGROUND: Mayor Pro Tern Nielsen previously requested staff explore the formation of an advisory body to explore additional opportunities to provide assistance and recognition to veterans. In order to fully examine opportunities to enhance existing veteran programs, staff recommends the formation of a City Council Ad Hoc Committee coupled with a Veterans Working Group comprised of veterans and active community members. Agenda Report April 7, 2015 Page 2 The Ad Hoc Committee and Veterans Working Group will meet for a period of 6 -9 months and present a formal report to the City Council of the Group's findings. Mayor Pro Tem Nielsen recommends the Group focus on proactive intervention of unaddressed needs of veterans such as homelessness, acute or chronic unemployment and health issues including: A dedicated city webpage focusing on assistance and recognition • Human Resources hiring preference • Discounts on classes offered through City programs The creation of an AD Hoc Committee and Veterans Working Group will enhance the City's desire to honor, recognize, provide assistance and explore opportunities for our veterans. d*A d St4fianie Najera Management Analy t Ji C
