PROJECT NO. 400037 - LAUREL GLEN PARK PLAYGROUND EXPANSION
RECOMMENDATION:
Receive and File.
FISCAL IMPACT:
The 1995-96 Capital Improvement Program includes $17,000 for the construction of additional
swings and playground improvements at Laurel Glen Park.
BACKGROUND:
The addition of swings at Laurel Glen Park was originally appropriated in the 1994-95 Capital
Improvement Program. Using adopted purchasing procedures, the project should be opened for
competitive bid. However, CIP bidding may be dispensed with upon authorization of the City
Manager when bidding is impractical or when the commodity can be obtained only from one
vendor.
Staff proposes that the City Manager grant an exception to the purchasing procedure in this case.
Additions or modifications to any existing playground structures must be performed by a
representative of the original manufacturer or the equipment warranty and product liability would
be voided.
SUMMARY:
In order to keep the warranty of play equipment at Laurel Glen Park intact, staff proposes' an
exception to bidding procedures. Staff will work with a manufacturer's representative of the
original equipment to develop a design for the addition of swings. Design concepts will be
reviewed by the Parks and Recreation Commission. Staff would then negotiate an agreement
with the representative, and construction would progress immediately thereafter.
