Motion carried: 4-0 1. APPROVAL OF MINUTES — JOINT REGULAR MEETING OF THE CITY COUNCIL AND THE SUCCESSOR AGENCY TO THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY HELD ON MARCH 3, 2015. Recommendation: That the City Council approve the Action Minutes of the Joint Regular Meeting of the City Council and the Successor Agency to the Tustin Community Redevelopment Agency held on March 3, 2015. 2. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL The City Council has approved the use of Government Code Section 37208 to expedite the payment of City of Tustin and Tustin Community Redevelopment Agency obligations that are in accordance with the approved budget or continued operations authorizations. Recommendation: Approve Payroll in the amount of $649,408.08; and Demands in the amount of $3,191,433.06. 3. DESTRUCTION OF RECORDS — FINANCE DEPARTMENT Resolution No. 01-91, the Record Retention/Disposition Schedule, permits destruction of records and documents which meet certain criteria with the approval of the City Attorney and the City Council. Recommendation: Adopt Resolution No. 15-12, authorizing the destruction of Records in the possession of the Finance Department. RESOLUTION NO. 15-12 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AUTHORIZING THE DESTRUCTION OF CERTAIN CITY RECORDS AND PAPERS IN THE POSSESSION OF THE FINANCE DEPARTMENT OF THE CITY OF TUSTIN NO LONGER REQUIRED FOR THE CONDUCT OF CITY BUSINESS, PURSUANT TO THE AUTHORITY City Council and Successor Agency March 17, 2015 Minutes Page 3 of 8 GRANTED BY THE CITY OF TUSTIN'S RECORDS RETENTION SCHEDULE 4. APPROVAL OF A CONSULTANT SERVICES AGREEMENT TO UPDATE THE CITY'S LOCAL HAZARD MITIGATION PLAN Staff is requesting City Council approval of a Consultant Services Agreement between the City of Tustin and Risk Management Professionals, Inc. to provide consultant services to update the City's Hazard Mitigation Plan. Recommendation: Authorize the City Manager and the City Clerk to execute a Consultant Services Agreement with Risk Management Professionals, Inc. to update the City's Hazard Mitigation Plan as required by federal law in an amount not to exceed $22,990.00. 5. APPROVAL OF AMENDMENT TO JOINT AGREEMENT FOR 800 MEGAHERTZ COUNTYWIDE COORDINATE COMMUNICATIONS SYSTEM The history of law and fire communications in Orange County has proven that the ability for common communications among all agencies dramatically improves the delivery of services to the public. The 800 Megahertz Countywide Coordinate Communications System (CCCS) is a radio system which enables interoperability among all participating City and County law, fire, public works and lifeguard/marine safety departments. The 800 MHz CCCS is licensed by the Federal Communications Commission for official communications of the Orange County public safety agencies participating in the system. The 800 MHz CCCS requires significant enhancement in order to extend the life of the system. Recommendation: The Police Department requests Council to authorize the approval of the "Amendment to the Joint Agreement for the Operation, Maintenance and Fiscal Management of the Orange County 800 Megahertz Countywide Coordinated Communications System." Amending this agreement provides commitment for the System Extension, which includes implementation and funding obligations. 6. DECLARATION OF SURPLUS PROPERTY The City has accumulated a quantity of obsolete and/or damaged computer and computer related equipment, and old phone sets. The listed equipment is no longer usable or required for public use. Recommendation: 1. Declare the listed equipment surplus and not required for public use. 2. Authorize staff to sell/have auctioned serviceable equipment of value and dispose of assets beyond repair. Celano Jr., Chief of Police Throughout the year, staff members from the Police Department are involved in a variety of projects and programs that impact the overall safety and security of the Tustin community. Additionally, the Police Department sets annual goals related to crime and traffic issues. The Police Department 2014 Year in Review presentation gives a brief overview of the organizational structure of the PD, highlights some of the goals and accomplishments, and touches on some ideas for the future.
