HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: APPROVAL OF PEANS AND SPECIFICATIONS AND AlYrHORIZATION TO ADVERTISE FOR BIDS FOR TIlE LANDSCAPE MAINTEN~CE SERVICES FOR RECOMMENDATION It is reconumnded that the City Council, at their meeting of May 20, 1996, approve the plans and specifications for Landsca~ Maintenance Services for Fiscal Year 1996/97 and authorize the City Clerk to advertise for bids. FISCAL IMPACt The Field Services Division of the Public Works Department has estimated the cost for landscaping services to be approximately $300,500.00. The estimated costs have been included in the Fiscal Year 1996/97 budget. DISCUSSION The City's existing contract for landscape maintenance services expires on July 31, 1996 and may be extended for one year. However, due to current market conditions, it would be prudent to solicit new proposals in lieu of renegotiating the existing contract. The proposed plans and specificatiom split the landscape service areas into the following three components: 1. Civic Center, Senior Center and Maintenance Facility 2..Landsca~ areas within the Lighting and Landscape District 3. Landscape areas outside the Lighting and Landscape District The intent is to hire a separate contractor for each area to provide additional resources in the case of unsatisfactory performance in another landscape area. Separate contractors will also enable a direct service level comparison to be made between areas. The bid proposal calls for complete landscape services including but not limited to mowing, edging, weeding, fertilizer, pruning and irrigating. The current contract provides for tree trimming within its landscape maintenance requirements but due to the difficulty in obtaining the desired service level it has been eliminated from the proposed bid document and will be transferred to the tree The plans and specificatiom are available in the City Engineer's office for your review.
