CALL TO ORDER/PLEDGE OF ALLEGIANCE
The meeting was called to order by Mayor Pro Tem Thomas at 7:03 p.m. at
the Council Chambers, 300 Centennial Way, Tustin, California. The Pledge
of Allegiance was led by Councilmember Saltarelli.

FOOTHILL HIGH SCHOOL BAND
Mayor Pro Tem Thomas read and presented a proclamation to the
Foothill High School Band and Tall Flags acknowledging their
participation in the International Hawaiian Music Festival.
George Waibel, Foothill High School representative, thanked
Council for the proclamation and introduced band and tall flag
leadership students who were instrumental in motivating their
fellow students during competition.

Item No. 12 was removed from the Consent Calendar by Mayor Pro Tem Thomas.
It was moved by Potts, seconded by Saltarelli, to approve the remainder of
the Consent Calendar as recommended by staff. Motion carried 4-0, Worley
absent.

APPROVAL OF MINUTES - MAY 6, 1996 REGULAR MEETING
Recommendation: Approve the City Council Minutes of May 6, 1996.
APPROVAL OF DEM]tNDS AND R~TIFICATION OF PAYROLL
Recommendation: Approve Demands in the amount of $603,539.47 and
ratify Payroll in the amount of $350,495.27.
PLANNING COMMISSION ACTION AGENDA - MAY 13, 1996 MEETING
Ail actions of the Planning Commission become final unless
appealed by the City Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of
May 13, 1996.
TERM EXPIRATIONS FOR COMMISSIONS/COMMITTEES
Recommendation: Direct staff to issue a press release seeking
candidates to serve on the Planning Commission, Parks and
Recreation Commission, and CultUral Resources Advisory Committee
as recommended by the Office of the City Clerk.
PROFESSIONAL SERVICES AGREEMENT FOR CONSULTING ENGINEERING
SERVICES ON THE NEWPORT AVENUE/SR-55 INTERCHANGE RECONFIGURATION
PROJECT REPORT, CIP NO. 700130/RDA
Recommendation: Authorize the Mayor and City Clerk to execute a
Professional Services Agreement with the firm of Dokken
Engineering to prepare and process a Project Report to approval by
Caltrans for the Newport Avenue/SR-55 Interchange Northbound Ramp
Reconfiguration Project in the amount of $65,270.00 as recommended
by the Public Works Department/Engineering Division.
RESOLUTION NO. 96-54 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING FINAL TRACT MAP 14447
Recommendation: Adopt Resolution No. 96-54 approving Final Tract
Map 14447 as recommended by the Community Development Department.
RESOLUTION NO. 96-53 - A RESOLUTION OF THE CITY COUNCIL-OF THE
CITY OF TUSTIN, CALIFORNIA, SUPPORTING THE MOULTON PARKWAY SMART
STREET IMPLEMENTATION PLAN
Recommendation: Adopt Resolution No. 96-53 supporting the Moulton
Parkway Implementation Plan as recommended by the Public.Works
Department/Engineering Division.
COOPERATIVE, AGREEMENT NO. D96-005 WITH THE COUNTY OF ORANGE TO
PROVIDE FOR THE SLURRY SEAL OF VARIOUS STREETS
Recommendation: Authorize the Mayor and City Clerk to execute
Cooperative Agreement No. D96-005 with the County of Orange as
recommended by the Public Works Department/Engineering Division.
RESOLUTION NO. 96-55 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, AUTHORIZING THE DESTRUCTION.OF CERTAIN
RECORDS
Recommendation: Adopt Resolution No. 96-55 authorizing the Police
Department to destroy specified police records according to law
and the approval of the City Attorney as recommended by the Police
Department.

APPROVAL OF PLANS. AND SPECIFICATIONS AND AUTHORIZATION TO
ADVERTISE FOR BIDS FOR THE LANDSCAPE MAINTENANCE SERVICES FOR
1996-97
Recommendation: Approve the plans, and specifications for
Landscape Maintenance Services for fiscal year 1996-97 and
authorize the City Clerk to advertise for bids as recommended by
the Public Works Department/Engineering Division.

CONSIDERATION OF A JOINT POWERS AGREEMENT FOR THE FORMATION OF AN
ORANGE COUNTY COUNCIL OF GOVERNMENTS
Recommendation: Authorize the Mayor and City Clerk to execute the
Joint Powers Agreement establishing the Orange County Council of
Governments as recommended by the Community Development
Department.
CONSENT CALENDAR ITEM NO. 12 - CONTRACT APPROVAL - POLICE COMPUTER
SERVICES
Mayor' Pro Tem Thomas announced that staff requested this item be
continued. Council concurred to continue this item to the June 3, 1996
council meeting.

STATUS OF NEGOTIATIONS TO PROVIDE CABLE SERVICE FOR TUSTIN GARDENS
APARTMENTS
Lois Jeffrey, City Attorney, reported that Continental Cablevision
and Tustin Gardens management had reached a conceptual agreement
on cable, installation and were presently working on a cable
contract for Tustin Gardens apartments.
Councilmember Potts stated that he was pleased that Continental
Cablevision and Tustin Gardens management had reached a
compromise; apologized to Tustin Gardens residents fOr th~ delay
in resolution; and requested the item be agendized until the
contract was finalized.

OTHER BUSINESS/COMMITTEE REPORTS
CHILI COOK-OFF - JUNE 2v 1996
Councilmember Doyle invited everyone to attend the Chili Cook-Off
on June 2, 1996.
TUSTIN UNIFIED SCHOOL DISTRICT TEACHER AWARDS
Councilmember Saltarelli noted his attendance at the Tustin
Unified School District Teacher Awards breakfast and announced the
Teacher of the Year Award was given to David Peay, Orchestra and
Music instructor, and congratulated all winners on behalf of
Council.

LITTLE LEAGUE FUNDING
Councilmember Potts requested agendizing at the June 17, 1996
Council meeting, discussion of donating funds to area little
leagues for purchasing scoreboards and backstops.
TUSTIN HIGH SCHOOL SWIMMING POOL
Councilmember Potts reported he was pleased that the Tustin High
School swimming pool would be open this summer to the public for
two hours each day; and requested that Tustin Unified School
District and City staffs explore fundraising possibilities for
pool maintenance and scoreboard purchase.
TUSTIN HIGH SCHOOL BASKETBALL COURTS
Councilmember Potts requested a letter be forwarded to the school
district asking that the blighted basketball courts at Tustin High
School be renovated.
TUSTIN HIGH SCHOOL VARSITY BASEBALL TEAM
Councilmember Potts congratulated the Tustin High School Varsity
Baseball team for advancing to the CIF playoffs.
BUDGET WORKSHOP
Mayor Pro Tem Thomas requested that Councilmember Potts' funding
requests for area little leagues and Tustin High School swimming
pool be included in the budget workshops.
Mayor Pro Tem Thomas requested a time and date for the next budget
workshop be scheduled. Council cQncurred to hold the budget
workshop on June 10, 1996, at 5:30 p.m.
TUSTIN COMMUNITY FOUNDATION
Mayor Pro Tem Thomas requested agendizing discussion to provide
part-time staff support to the Tustin Community Foundation.
TUSTIN SPORTS PARK FOOD COURT
Councilmember Saltarelli questioned when the food court at the
Sports Park would be open.
Mike Henley, Director of Community Services, responded the food
court should be open within three weeks.
SENATE BILL 1861 (MCAS TUSTIN)
Councilmember Saltarelli noted that the City's Redevelopment
Senate Bill 1861 had passed the Senate with a unanimous vote.

Mayor Pro Tem Thomas adjourned the meeting at 7:25 p.m. The next regular
meeting of the City Council was scheduled for Monday, June 3, 1996, at
7:00 p.m. in the Council Chambers at 300 Centennial Way; and the City
Council had scheduled a budget workshop on Monday June 10, 1996, at 5:30
p.m.
