WILSON, DIRECTOR, PARKS AND RECREATION SERVICES SUBJECT: APPROVE THE VETERANS MEMORIAL PREFERRED CONCEPT PLAN SUMMARY: On March 18, 2015, the Community Services Commission reviewed and approved the final concept plan for the Veterans Memorial to be constructed at the future 31.5 acre Veterans Sports Park at Tustin Legacy. RECOMMENDATION: Approve the final concept plan of the Veterans Memorial as recommended by the Community Services Commission. FISCAL IMPACT: At this time, the construction cost of the Veterans Memorial is estimated at $150,000 and is included in the overall park construction budget. CORRELATION TO THE STRATEGIC PLAN: The approval of the final design advances the City's Strategic Plan, Goal A: Economic and Neighborhood Development 1.) a. Complete the Master Plan for Tustin Legacy Park. 6.) Assess and explore opportunities for expanded recreational activities. BACKGROUND: The Parks and Recreation Department hosted two Veterans Memorial Design Forums on February 9 and February 23 to receive input and suggestions from local veterans and citizens regarding the Veterans Memorial proposed for the future Veterans Sports Park at Tustin Legacy. From the input collected from the stakeholders attending the two forums, design concepts progressed, and the stakeholders came to consensus and agreed on a final design. The preferred concept plan features a substantial memorial with the American flag and a bronzed American eagle perched atop a large obelisk. The memorial also has several reflection areas and gardens and big bronze placards depicting each branch of the military. An additional smaller obelisk is included in the design concept to honor Tustin service personnel who were killed in action. The Veterans Memorial will also include a time capsule element and a perpetual paver program that will be administered by the Parks and Recreation Department. r_espectfully submitte David A.
