HUSTON, CITY MANAGER PERSONNEL SERVICES APPROVE CONSULTANT FOR CLASSIFICATION STUDY AND APPROPRIATE FUNDS SUMMARY: APPROVE THE LOW BIDDER'OF CREATIVE MANAGEMENT ' ... SOLUTIONS AS THE CONSULTANT TO CONDUCT THE CLASSIFICATION STUDy ON CERTAIN POSITIONS AND SALARY 'SURVEY OF ALL POSITIONS AS AGREED IN THE TUSTIN MUNICIPAL EMPLOYEES ASSOCIATION MEMORANDUM OF UNDERSTANDING AND"APPROpRIATE FUNDS. RECOMMENDATION: That the City Council authorize the City Manager to enter into a contract with Creative Management Solutions to conduct the classification study and salary survey for non-management and confidential miscellaneous employees as approved in Resolution 96-21 and the Memorandum of Understanding of April 15, 1996. In addition, that the Council authorize the appropriation of funds to. cover the cost of this study. FISCAL IMPACT: The cost to conduct the classification study and salary survey is $7,650, which includes all labor, telecommunications and minor reproduction expenses. - BACKGROUND: Request for Proposal Packets were issued on April 22, 1996, with a due date of May 17, 1996. There were five proposals received. All proposals were reviewed and rated on thoroughness of the proposal and how well they addressed the City's requests, time frame, and total cost. Creative Management Solutions (CMS) presented a bid that met all of the City's criteria and submitted the lowest cost proposal.
