HUSTON, CITY MANAGER FROM' COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: CULTURAL RESOURCES ADVISORY COMMITTEE APPOINTMENT SUMMARE. On February 5, 1996, the City Council directed staff to advertise to fill a vacancy on the CultUral Resources Advisory Committee. As no applications were received prior to the March 7, 1996 deadline, reminder letters were mailed to the four individuals who had requested applications or expressed interest in serving on the Committee. In response to the reminder letter, one application was promptly submitted by Ms. Linda Jennings. Ms. Jennings holds a B.A in American HistOry i and is a resident of the CUltural Resources District, thereby meeting the desired and required qualifications for the position. RECOMMENDATION That the City Council appoint Ms. Linda Jennings to fill the current vacancy on the Cultural Resources Advisory Committee. FISCAL IMPACT Funding to support the Cultural Resources Advisory Committee is provided from the General Fund. - DISCUSSION On November 21, 1995, former Cultural Resources Committee Member Warren Lortie submitted his letter of resignation. Consequently, on February 5, 1996, the City Council directed staff to advertise to fill the vacated position. The term for this position expires on July 19, 1997. Notices were published in the Tustin Weekly on February 16, 1996 and February 23, 1996. These notices described the desired and required qualifications for the position. Because the City of Tustin is recognized as a Certified Local Government (CLG) by the State Office of Historic Preservation, special consideration must be given to applicants with expertise in historic preservation- related disciplines. A press release was sent to local newspapers and was published in the Tustin Weekly on March 22, 1996. Although one statement of interest was received on April 8, 1996, no formal applications had been received as of that date. Therefore, reminder letters were mailed on April 10, 1996 to the four individuals who had requested applications or expressed interest in serving on the Committee. These letters indicated that applications would be accepted until the seat is filled. In response to the reminder letter, one application was promptly submitted. Staff has reviewed the 'attached application pursuant to the standards established by the Tustin City Code and the State Office of Historic Preservation. Ms. Linda Jennings, the applicant for the position, holds a Bachelor of Arts Degree in American History from the University of Kentucky and is currently the Executive Director of the Tustin Public Schools Foundation. Ms. Jennings recently purchased and is restoring the City's historic Hewes House within the Cultural Resources District. Ms. Jennings' educational background and residency within the District meet the desired and required qualifications for the position.
