HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/WATER SERVICES DIVISION AUTHORIZATION TO ADVERTISE FOR BIDS FOR WATER MAIN REPLACEMENTS, CITY PROJECT NOS. 600125, 600126 AND 600128 RECOMMENDATION: It is recommended that the Tustin City Council, at their regular meeting of July 1, 1996, adopt the attached resolution approving plans and specifications and authorizing advertisement for bids for the subject project. FISCAL IMPACT: The project is funded through a combination of Certificate of Participation (Bond) and Capital Improvement Program (CIP) funds. The 1996/97 budget includes $585,000 for completion of the projects. The Engineer's estimate for completion of the projects is $540,000.00 BACKGROUND: The subject water main replacements were budgeted as Water Capital Improvement Program projects within the current Fiscal Year. They replace deteriorating and undersized steel water mains in their respective areas and are the first projects to be advertised for construction under the Program Management Contract with ASL Consulting Engineers. City Project No. 600125 consists of main replacements on Kenwood Lane between La Colina and Sierra Alta; San Juan Street between Utt Drive and Red I-Fdl Avenue; and Mount Hood, Sierra Madre Drive and Allegheny Way Northerly Authorization to Advertise for Bids for Water Main Replacemem July 1, 1996 Page 2 of Santa Clara Avenue. City Project No. 600126 consists of main replacement on Foothill Avenue between Rawlings Reservoir and' Hewes Avenue. It replaces a previously abandoned steel water main on Foothill Boulevard and Old Foothill Avenue and will provide hydraulic interconnection between Foothill Reservoir and Rawlings Reservoir and backup supply to each area in the event of a reservoir outage. City Project No. 600128 consists of main replacement on Rosalind Avenue. All of the above water lines will be replaced using 6 and 8-inch PVC and 10 and 12-inch ductile iron pipe and will include the necessary fire hydrants, valves, blowoffs, services and connections. DISCUSSION: On January 15, 1996, the Tustin City 'Council authorized ASL Consulting Engineers (ASL) to prepare plans and specifications for the subject water main replacements as Phase I, Task 8 of their Professional Services Agreement for the Water Capital Improvement Program Management. Seflet Director of Public Works/City Engineer Water Services Manager TS:GRV:jtm:klb:COUNCIL:Wat~r Main Repl~t 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 _40 41 42 43 44 45 46 RESOLUTION NO. 96-70 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR WATER MAIN REPLACEMENTS ON KENWOOD LANE BETWEEN' LA COLINA AND SIERRA ALTA; SAN JUAN STREET BETWEEN UTT DRIVE AND RED HILL AVENUE; MOUNT HOOD, SIERRA MADRE DRIVE AND ALLEGHENY WAY NORTHERLY OF SANTA CLARA AVENUE (CITY PROJECT NO. 600125); ON FOOTHILL AVENUE BETWEEN RAWLINGS RESERVOIR AND HEWES AVENUE (CITY PROJECT NO. 600126); AND ON ROSALIND AVENUE ·(CITY PROJECT NO. 600128), AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract construction for replacement of various water mains; and WHEREAS, the City Engineer has presented pans and specifications for the construction of said work; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer be and are hereby approved as the plans and specifications for: Water Main Replacements on Kenwood Lane between La Colina and Sierra Alta; San Juan Street between Utt Drive and Red Hill Avenue; Mount Hood, Sierra Madre Drive and Allegheny Way Northerly of Santa Clara Avenue, City Project No. 600125; on Foothill Avenue between Rawlings Reservoir and Hewes Avenue, City Project No. 600126; and-on Rosalind Avenue, City Project No. 600128. BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the doing of the work specified in the aforesaid plans and specifications; BE IT FURTHER RESOLVED that this project is categorically exempt from the requirements of the California Environmental Quality Act; Class I: Existing Facilities.
