HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT AWARD OF CONTRACTS FOR LANDSCAPE MAINTENANCE CITY-WIDE AND IN TffE TUSTIN LANDSCAPE AND LIGHTING DISTRICT ASSESSMENT AREA RECOMMENDATION Staff recommends that the City Council award the following Landscape Maintenance Contracts and authorize the Mayor to execute the agreements upon the approval of the City Attorney: , Accurate Landscapes for $119,976 to maintain areas in the Tustin Landscape and Lighting District; Plant Control for $109,64,3.16 for median and miscellaneous landscaping City-Wide and to maintain the grounds at the Civic Center, the Senior Center and the Field Services Maintenance Facility; FISCAL IMPACT The proposed cost for landscape maintenance for the Tustin Landscape and Lighting District is $119,976. The General Fund impact would be $109,643.16. Sufficient funds have been appropriated in the Tustin Landscape and Lighting District and the Public Works Landscape Division for each of these contracts. BACKGROUND The City's current landscape maintenance contract with California Landscape Maintenance Inc. requires the contractor to perform all landscape maintenance services (except most tree trimming) City wide and in the Tustin Landscape and Lighting District. This contract has been in effect since August 1, 1994 and will expire on July 31, 1996. This was an all inclusive contract for all parkway, median, slope and facility landscape maintenance in the City. The annual cost ofthis contract was $194,403.85 and was broken down as follows: Facilities (excluding Maint Yard) [ $ 23,232.00 DISCUSSION In order to enhance service levels, increase C~ntractor responsiveness, and give the City the option to utilize another contractor in the case of non-performance, staff has divided the previous landscape contract to include separate scopes of work for three specific areas of responsibility. The City Council has previously authorized and awarded the responsibility for tree trimming to the City's tree contractor, West Coast Arborists. As is common practice at other cities, it is desirable to award these landscape maintenance contract areas, to at least two separate contractors. These areas are: . Tustin Landscape and Lighting District: These areas include the parkway strips and slOpes that generally lie along Tustin Ranch Road, Jamboree Road, Irvine Boulevard, Bryan Avenue and a portion of Lower Browning Avenue. General Fund Areas: This includes all city street medians, including those in East Tustin, and some non Tustin Landscape and Lighting District. parkway areas along Jamboree Road and Tustin Ranch Road south of I-5. o Facilities: Consists of the Civic Center, Senior Center and the Field Services Maintenance Facility and immediately adjacent areas. On May 20, 1996, the City Council authorized staff to seek proposals for landscape services. Staff advertised a request for proposals for landscape maintenance services in a variety of publications and opened the proposals on June 20, 1996. The City received five proposals each for the Landscape and Lighting District and the General Fund Areas and eight proposals for the Facilities contract. Accurate Landscape and Maintenance Corporation of Orange submitted the lowest proposals for both the General Fund Area and th~ Landscape and Lighting District. Staff is recommending that Accurate Landscape be awarded the Landscape and Lighting District contract only. Spectrum Care of Foothill Ranch presented the lowest proposal for Facilities landscape maintenance. However, that bid was withdrawn by the contractor as inadequate. Due to staff's desire to have at least two separate contractors managing the contract areas, it is recommended that the General Fund Area and Facilities be serviced by the next lowest bidder in each case, Plant Control Landscape and Maintenance, Inc. of Santa Ana. References have also been contacted and questioned about contractor knowledge and capabilities, staffing levels, performance and landscaping aesthetics. Staff have also personally viewed several examples of their work and were satisfied. Accurate Landscape has, as one their clients, the Tustin Auto Park.. Plant Control has, among other contracts,, an agreement with the City of Orange to maintain various landscaped areas including the northern section of Jamboree Road. Tim D.
