HUSTON, CITY MANAGER POLICE DEPARTMENT ASSET FORFEITURE APPROPRIATION SUMMARY RECOMMENDATION That Council authorize the expenditure of asset forfeiture funds in the amount of ,~34,811.09 for purchase of Police Department equipment. FISCAL IMPACT · $34,811.09 BACKGROUND WALK-IN FREEZER: The advent of DNA evidence becoming a viable tool in law enforcement investigations has evidence be frozen for preservation. The Police Department has been using freezers which have been designed for home use. Presently we have six freezers, each approximately 18 cubic feet in size. These freezers have outlived their useful capacity. The increase over the past few years, in evidence for which freezing is necessary indicates we will be purchasing, on the average, 2 to 3 freezers per. year f°r the next several years in order to meet our storage volume. The walk-in freezer is the most economical and efficient way to meet the current long-ranged needs of the department. There is presently enough room available in the evidence section to Asset Foreiture Appropriation July 10, 1996 Page 2 install a 9 by 16 foot walk-in freezer. With shelving units, this would, serve our current needs and provide enough expansion necessary in years to come. The total cost for the freezer and other related items is $11,614.28 plus tax. SURVEILLANCE EQUIPMENT: Our Special Investigations section has experienced increasing needs for nighttime surveillance items. An expenditure of $2,713.00 would buy them the necessary equipment to be effective in after-dark surveillance. RADAR GUN REPLACEMENT: Our current radar guns are several years old and are reaching the end of their service and technological life. The new models work with a laser which has a much narrower band-width. This technology advancement means there is no question in court as to which vehicle was actually traveling at the cited speed. Four replacement speed guns would be utilized by the traffic section for traffic enforcement. Total cost for these replacement items are ~ 1 7,980.00 plus tax. W. DOUGLAS FRANKS Chief of Police WDF:sc
