It is recommended that the City Council, at their meeting of August 5, 1996 approve in concept the
E1 Modena-Irvine Channel (F07) Embankment Restoration project from Red Hill Avenue to
Newport Avenue and from North Tusfin Channel to 17~ Street as requested by the County of
Orange.
FISCAL IMPACT
None. The projects are fully administered by the County of Orange.

BACKGROUND
These are Orange County Flood Control projects. These projects will repair damage to the
channels from the January/February, 1995 winter storms by placing rip rap on the trapezoidal
earthen channels. The projects are located within the City of Tustin and will require approval by
the City Council in accordance with the Public Contract Code 21020.9.
The Public Works Department/Engineering Division has reviewed the plans and specifications for
the projects and recommends City Council approval.

Subject: El Modena-lrvine Channel (Facility No. F07) From Red Hill Avenue to Newport Avenue and From
North Tustin Channel to 17th Street.
Dear Mr. Kasdan:
The Orange Count3, Flood Control District is proposing to construct embankment restoration of two segments of E1
Modena-Irvine Channel '(Facility No. F07) within the City of Tustin, and requests City Council approval for flae
projects. Location maps depicting the two projects are enclosed.
To fulfill requirements of the Orange County Flood Control Act that local agency approval be acquired prior to
award of construction projects, the two projects are hereby submitted to you with the request that they be agendized
for City Council approval. A sample city council action has been drafted and is enclosed for your use. Please note
that approval from the City's Planning Commission is a separate requirement and has been requested under separate
letter.
Construction Plans, Special Provisions, and Engineer's Estimates for the two segments of E1 Modena-Irvine
Channel are enclosed for your review. One segment is from Red Hill Avenue to Newport Avenue, and the other
segment is from the confluence with North Tustin Channel (Facility No. Fl2) to 17th Street. Both projects will
place riprap on the existing earthen trapezoidal channel to repair damage caused by the winters storms of 1995.
Construction is estimated to require sixty to seventy working days, to cost approximately $560,000 per segment,
and to begin in early September 1996.
Should one or both projects meet with City Council approval, please forward copies of the Council's action to Mr.
