HUSTON, CITY MANAGER PUBLIC WORKS DEPARTME~/~G~.FRING DIVISION APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS - MODIFICATION OF TRAFFIC SIGNAL AND INTERCONNECT AT McFADDEN AVENUE AND PASADENA AVENUE (CIP PROJECT NO. 800054) RECOMMENDATION It is recommended that the City Council, at their meeting of August 5, 1996, adopt Resolution No. 96-84 approving the plans and.specifications for the modification of a traffic signal and interconnect at the intersection of McFadden Avenue and Pasadena Avenue and authorizing the City Clerk to advertise for bids. FISCAL IMPACT The Engineer's estimate for this project is $126,440.00 and will be funded through the City's Fiscal Year 1996/97 Capital Improvement Program (CIP). BACKGROUND AND DISCUSSION. The traffic signal at McFadden Avenue/Pasadena Avenue was modified in 1976 by adding permissive/protected left-turn phasing in the east/west direction at McFadden Avenue. This was done 'to reduce delay for vehicles making left-tums at Pasadena Avenue. At that time, average daily traffic volumes on McFadden Avenue and Pasadena Avenue were 12,200 ADT and 2,000 ADT, respectively. Current traffic volumes are approximately 25,000 ADT on McFadden Avenue, and 11,400 ADT.on Pasadena Avenue. Both streets operate within acceptable levels of Due to an increase in'congestion and accidents, a review of the traffic conditions at the McFadden Avenue/Pasadena Avenue intersection was conducted to .evaluate the intersection's operating conditions. The existing traffic signal at McFadden Avenue/Pasadena Avenue currently operates as a three phase sequential operation, with one phase operating as a permissive/protected left-mm for the east and westbound directions. An accident analysis for a recent three year period (1993, 1994, and 1995) was performed to identify any significant pattems in accidents that could be reduced through improvements. Copies of traffic collision diagrams are provided as an attachment to this report. The accident analysis determined there were significant left-turn type accidents at the noted intersection. The accident data presented a recurring acCident pattern for east and westbound left-mm movements. A total of five such left-mm accidents occurred during the twelve month period between September 1994 and September 1995. The analysis concluded that the left-turn accident pattern at this location is correctable with the installation of fully protected left-turn phasing for the east/west direction. William A. Huston Approving Plans and Specifications for Traffic Signal and Interconnect at McFadden and Pasadena August 5, 1996 Page 2 Based upon the analysis, it is recommended that the traffic signal be modified to provide fully protected left-turn phasing for McFadden Avenue at the noted location. The project will'include rewiring the traffic signal system, upgrading the signal equipment and restriping 150 feet along each leg of the intersection. This project will also be coordinated with the McFadden Aven.ue Rehabilitation Project (CIP No. 700140) to minimize disruptions in this area. The traffic signal modification will include all labor, material, tools, equipment, appurtenances and incidentals for the subject project as detailed on the plans and specifications for this project. AND SPECIFICATIONS~ FOR MODWICATION OF TRAFFIC SIGNAL AND INTERCONNF.~T AT McFADDEN A~ AND PASADENA AVENUE (CIP NO. 800054) WHEREAS, it is the intention of the City Council of the City of Tustin, California to modify a traffic signal and interconnect at McFadden Avenue and Pasadena Avenue; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said works; and NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer be and are hereby approved as the plans and specifications for; Modification of Traffic Signal and Interconnect at McFadden Avenue and Pasadena Avenue BE IT FURTItER RF.~OLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt and sealed bids or proposals for the performance of the work specified in the plans and specifications; BE IT FURTHER RF. SOLVED that this project is categorically exempt from the requirements of the California Environmental Quality Act; Class I: Existing Facilities PASSED AND ADoFrF.
