Resolution 96-83, Proposed Softball Fee Increase
Summary:
The Community Services Department is proposing a $30 per team fee
increase for the adult softball program to enable the recovery of.
costs and to contribute to the "Restricted Capital Replacement
Fund."
Recommendation:
The Park and Recreation Commission, by a 3-2 vote, approved the
Community Services staff recommendation of~ increasing adult
softball registration fees from $400 to $430, beginning September
1996.
Background
At its May 16, 1996, meeting, the Park and Recreation Commission
was presented with a staff report recommending a fee increase for
the adult softball program. The fee increase was proposed by staff
to recover costs of the program (see Exhibit A) and to contribute
to the "Restricted Capital Replacement Fund" at a sum of $12 per
team. The last time softball fees were raised was in November
1992, from $350 to $400.
The Commission tabled the item and directed staff to survey
neighboring cities for softball program fees (see Exhibit B). An
analysis of the fees assessed by neighboring.cities indicates that
the average softball fee is $429.
At its June 27 meeting, the Park and Recreation Commission was
presented with a follow-up report recommending the proposed fee
increase. The recommendation was based on a careful analysis of
annual program expenses with the fee increase geared at recovering
costs. After lengthy discussion, the item was approved by a 3-2
vote.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, MODIFYING ADULT SOFTBALL REGISTRATION FEES,
FOR THE DEPARTMENT OF COMMUNITY SERVICES

Whereas, the City Council finds and determines as
follows:
A·
The Sports Division of the Community Services
Department is responsible for providing leisure
services to the community which result in the
Department incurring certain program, supervision,
administrative and capital costs.

California Government Code allows the city to charge
applicants reasonable fees not to exceed the amount
reasonably necessary to provide the service required
for providing leisure programs.
Those participating in organized and structured~
programs at City owned sports fields and athletic
facilities shall contribute to the newly created
"Restricted Capital Replacement Fund" to sustain
ongoing maintenance and equipment replacement
expenses.

Modifications to the current softball program fees
are necessary for the program to be self-sustaining.
II. Whereas, the city Council hereby establishes a revised
fee of $430 for Community Sergices Department adult
softball registration. Said fee shall supersede
previously established fees adopted by the city Council
and shall be applied uniformly except where, in the
discretion of the City Manager, reduced fees are
justified by special circumstances.
PASSED AND ADOPTED by the City Council of the City of Tustin
at a regular meeting held on the 5th day of August, 1996.
