RECOMMENDATION: Pleasure of the City Council BACKGROUND: The Foundation Board has directed that President Jim McDonald approach the City Council to request funding for a part time executive director (attachment) to focus their efforts in three areas. 1. Fundraising: Primarily the development and implementation of a planned giving program focusing on endowments, wills, bequests, etc. 2. Image Building: Help the Board create a focused identity. 3. Liaison: Sustain and support the linkage between the City and the Board. Mr. McDonald has developed the attached "position description." The TCF will administer a variety of givingff~draising programs that will provide financial stability to the Foundation. Through fundraising and endowment fund raising, the Foundation will have the long-term financial means to address the c~mmullity's needs. The Foundation will manage permanent investments that will provide armual income to the TCF. The Executive Director of the Tustin Community Foundation will be responsible for conducting and managing the business affairs of the TCF including overall program development and effectiveness, as well as community affairs and public relations. POSITION DESCRIIVrlON The Executive Director will serve as a consultant to the TCF and the City of Tustia with initial responsibilities focused on.fundraising, event planning and coordination, and public relations and publicity. The Executive Director will report to the'TCF Board of Directors and will be respons~le for the following: Planning and Development Developing an annual fundraising plan and budget in cooperation with the Board of Directors. The plan will be the basis for the Foundation's "cause for giving" used to promote fundraising events throughout the Researching availability of, and applying for special recognition and ftmding awards. Researching and applying for corporate grants, "in kind" donations and underwriting. Publicity and Public Relations Develop and maintain a consistent program for vis~ility for the TCF in Establish an outreach to community civic organizations, professional groups and business leaders in the City of Tustin. E. , Administrative and Accounting Preparation and maintenance of donor records Assist the City Finance Department in preparation of quarterly' financial statements and year end tax accounting. This position will require an average of 20 hours of service per week during the first year, with compensation on a retainer basis, with subsequent years of service dependent upon prior year's performance, effectiveness and availability of funds.
