CALL TO ORDER / PLEDGE OF ALLEGIANCE INVOCATION- The Invocation will be given by Rev. Henry Sellers, First Baptist Church of Tustin. ROLL CALL PRESENTATIONS- (1) Councilmember Potts' Five-Year Service Award; and (2) Orange County Vector Control by Fable Combs. PROCLAMATIONS-(1 ) Former Cultural Resources Advisory Committee Member Audrey Heredia; (2) Former Planning Commissioners Marjorie Kasalek and Nan Lunn; and (3) Retired Canine Unit: Officer Arrants and Canine Brit. PUBLIC INPUT- At this time members of the public may address the City Council regarding any items not on the agenda and within the subject matter jurisdiction of the City Council (NO ACTION can be taken on off-agenda items unless authorized by law). If you wish to address the City Council on any matter, please fill out one of the blue forms located on the speaker's podium and submit to the City Clerk so that your remarks on the tape recording of the meeting can be attributed to you. PUBLIC HEARING (ITEM 1) I · PLACING ASSESSMENTS FOR SOLID WASTE COLLECTION ON THE 1996-97 TAX ROLL This is the second of two public hearings required to place the proposed trash fees on the 1996-97 tax roll. The proposed rates are 5.9% lower for 1996-97, due primarily to a 23% decrease in disposal landfill fees initiated by the County of Orange in April. Recommendation: by the Finance Department: 1. Open the second public hearing. 2. Close the second public hearing. . Adopt the following Resolution No..96-81, placing charges for solid waste collection on the tax roll for fiscal year 1996-97' Council Agenda I August 19, 1996 RESOLUTION NO. 9~"1 - A RESOLUTION OF THE CI~<:~OUNCIL OF THE CITY OF TUSTIN, CALIFORI~ .,ADOPTED PURSUANT TO Ti ROVlSIONS OF SECTION 5473 ET SEQ. OF THE HEALTH AND SAFETY CODE OF THE STATE OF CALIFORNIA, APPROVING AND ADOPTING A REPORT RELATIVE TO PARCELS OF REAL PROPERTY RECEIVING SOLID WASTE COLLECTION SERVICES, DETERMINING THE CHARGES FOR SOLID WASTE COLLECTION TO BE ASSESSED AGAINST THE RESPECTIVE LOTS OR PARCELS OF LAND AS THEY APPEAR ON THE CURRENT ASSESSMENT ROLL CONSENT CALENDAR (ITEMS 2 THROUGH 9) All matters listed under Consent Calendar are considered routine and will be enacted by one motion; There will be no separate discussion of these items prior to the time of the voting 'on the motion unless members of the Council, staff or public request specific items be discussed and/or removed from the Consent Calendar for separate action. 1 APPROVAL OF MINUTES - AUGUST 5, 1996 REGULAR MEETING Recommendation.: Approve the City Council Minutes of August 5, 1996. w 1 APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL Recommendation' Approve Demands in the amount of $863,209.74 and ratify Payroll in the amount of $341,846.41. PROFESSIONAL SERVICES AGREEMENT FOR DESIGN OF NEW MAIN STREET WELL NO. 4 (PROJECT NO. 600103) Recommendatioq.: Authorize the Mayor and City Clerk, subject to final City Attorney approval, to execute an agreement with Richard C. Slade & Associates for hydrogeologic services for the design of the sub-surface facilities for the new Well No. 4 at the Main Street site as recommended by the Public Works Department/Water Services Division. AWARD OF CONTRACT FOR WATER MAIN REPLACEMENTS, CITY PROJECT NOS. 600125, 600126 AND 600128 Recommendation' Award a contract for the subject project to G. R. McKervey, Inc. of Santa Aha, California, in the amount of $443,234.00 as recommended by the Public works Department/Water Services Division. Si RESOLUTION NO. 96-86 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR WATER MAIN REPLACEMENT ON LINDA LANE/LAURIE LANE/LAURINDA WAY, ON CLARISSA LANE, AND ON ARBOLADA WAY/FIESTA WAY (CITY PROJECT NO. 600123) AND ON NORWOOD PARK PLACE (PROSPECT TO LIVINGSTON), ON BIGELOW PARK DRIVE, ON LIVINGSTON STREET~ ON KIRK AVENUE/DALL LANE/NORWOOD PARK PLACE, AND ON HOLT AVENUE (CITY PROJECT NO. 600124), AND AUTHORIZING ADVERTISEMENT FOR BIDS Recommendation.: Adopt Resolution No. 96-86 approving plans and specifications and authorizing advertisement for bids for the subject project as recommended by the Public Works Department/Water Services Division. m AGREEMENT BETWEEN IRVINE UNIFIED SCHOOL DISTRICT AND CITY OF TUSTIN, AS THE LOCAL REUSE AUTHORITY FOR MCAS, TUSTIN Recommendatioq.: Approve an agreement between the City of Tustin and the Irvine Council Agenda 2 August 19, 1996 Unified School Disl~- ~, regarding transfer of a sch~' -' site and other mitigation measures as recom~,. .,ded by the Assistant City Mal ~r. Se AGREEMENT WITH CALIFORNIA HIGHWAY PATROL/COURT LIAISON SERVICES Recommendation: Approve the contract authorizing the City of Tustin to continue to perform the court liaison duties for the Santa Ana office of the California Highway Patrol as recommended by the Police Department. PLANNING COMMISSION ACTION AGENDA - AUGUST 12, 1996 All actions of the Planning Commission become final unless appealed by the City Council or member of the public. Recommendation: Ratify the Planning Commission Action Agenda of August 12, 1996. REGULAR BUSINESS (ITEMS 10 THROUGH 11) 10. NAME ALTERNATIVES FOR 14722 NEWPORT AVENUE - NEWPORT FAMILY AND YOUTH CENTER With construction to begin in the near future, the facility at 14722 Newport Avenue needs a name. Pursuant to existing policy, alternatives have been recommended by the Parks and Recreation Commission. Recommendation: Pleasure of the Council. 11. HERITAGE WAY NEIGHBORHOOD PARK - PROJECT NO. 400042 AUTHORIZATION TO PROCEED A condition of approval of the development agreement with The Irvine Company requires the City to design and construct the five-acre Neighborhood Park located at Tustin Ranch Road and Heritage Way. Staff is requesting authorization to advertise for Requests for Qualifications for the development of a Master Plan for Heritage Way Neighborhood Park. Recommendation: Pleasure of the Council.
