HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/WATER SERVICES DIVISION AUTHORIZATION TO ADVERTISE FOR BIDS FOR WATER MAIN REPLACEMENTS, CITY PROJECT NO. 600123 AND CITY PROJECT NO. 600124 RECOMMENDATION: It is recommended that the Tustin City Council, at their regular meeting of August 19, 1996, adopt the attached resolution approving plans and specifications and authorizing advertisement for bids for the subject project. FISCAL IMPACT: The engineer's estimate for these projects is $685,000. There is currently $650,000 allocated for completion of these projects in the 1996/97 FY Water Capital Improvement Program. Upon opening of bids, if additional funds are needed, the City Council will be requested to allocate additional funds from unallocated Capital ImprOvement Program reserves. BACKGROUND: The subject water main replacements were budgeted as Water Capital Improvement Program projects within the current Fiscal Year. City Project No. 600123 consists of main replacements on Linda Lane/Laurie Lane/Laurinda Way, Clarissa Lane, and Arbolada Way/Fiesta Way. City Project No. 600124 consists of main replacements on Norwood Park Place (Prospect to Livingston), Bigelow Park Drive, Livingston Street, Kirk Avenue/Dali Lane/Norwood Park Place, and Holt Avenue. This project will replace aging and undersized deteriorating steel water mains. Replacement of the mains will improve water system supply and circulation and reduce maintenance expense in these areas. All of the above water lines will be replaced using 6, 8, and 10-inch PVC pipe and will include the necessary fire hydrants, valves, blowoffs, services and connections. AUTHORIZATION TO ADVERTISE FOR BIDS FOR WATER MAIN REPLACEMENTS, CITY PROJECT NOS. 600123 AND 600124 August 19, 1996 Page 2 DISCUSSION: On January 15, 1996, the Tustin City Council authorized ASL Consulting Engineers (ASL) to prepare plans and specifications for the subject water main replacements as 'Phase I, Task 7 of their ProfesSional Services Agreement for the Water Capital Improvement Program Management. ASL has completed the plans and specifications, and submitted them to the County of Orange for review. Veeh Water Services Manager TDS:GRV:kib/COUNCIL:Phase 1, Pipeline Adverfisenm~ 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 RESOLUTION NO. 96-86 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR WATER MAIN REPLACEMENT ON LINDA LANE/LAURIE LANE/LAURINDA WAY, ON CLARISSA LANE, AND ON ARBOLADA WAY/FIESTA WAY (CITY PROJECT NO. 600123) AND ON NORWOOD PARK PLACE (PROSPECT TO LIVINGSTON), ON BIGELOW PARK DRIVE, ON LIVINGSTON STREET, ON KIRK AVENUE/DALL LANE/NORWOOD PARK PLACE, AND ON HOLT AVENUE (CITY PROJECT NO. 600124), AND AUTHORIZING ADVERTISEMENT FOR BIDS WItEREAS, it is the intention of the City Council of the City of Tustin, California to contract construction for replacement of various water mains; and WltEREAS, the City Engineer has presented pans and specifications for the construction of said work; NOW, TItEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer be and are hereby approved as the plans and specifications for: Water Main Replacements on Linda Lane/Laurie Lane/Laurinda Way, Clarissa Lane, and Arbolada Way/Fiesta Way, City Project No. 600123, and on Norwood Park Place (Prospect to Livingston), Bigelow Park Drive, Livingston Street, Kirk Avenue/Dali Lane/Norwood Park Place, and Holt Avenue, City Project No. 600124 BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the doing of the work specified in the aforesaid plans and specifications; BE IT FURTItER RESOLVED that this project is categorically exempt from the requirements of the California Environmental Quality Act; Class I: Existing Facilities.
