Qualifications" for the development of a Master Plan for Heritage Way Neighborhood .
Park.
RECOMMENDATION:
Pleasure of the Council.
FISCAL IMPACT:
Funds are appropriated in the 1996-97 Capital Budget for all phases of design and construction.
The Master Plan is estimated to cost $20,000.
BACKGROUND:
A condition of approval of the development agreement between the Irvine Co. and the City of
Tustin requires the City to design and construct the five acre Neighborhood Park. The park is
located at the comer of Tustin Ranch Road and Heritage Way.
Historically, the City has used the master plan process to build Community support for a project.
Community workshops involving .effected residents allows oppommities to build concensus and
public ownership for the "vision" of the new park.
The vision process, also, is a time for the consultant and City staff to test the vision against
regulatory and development standards. This process sets the "ground rules" for development of
the park.
The process has been used with great success on the Tree Park and Sports Park.
The "Request for Qualification" process will allow the City to select the design firm best qualified
for this particular job.
The Development Schedule is projected to progress as follows:
