Huston, City Manager Community Services Department HERITAGE WAY NEIGHBORHOOD PARK - PROJECT NO. 400042 AUTHORIZATION TO PROCEED II I[ SUMMARY: Staff is requesting authorization to advertise for "Requests for ]l Ii Qualifications" for the development of a Master Plan for Heritage Way Neighborhood . Park. RECOMMENDATION: Pleasure of the Council. FISCAL IMPACT: Funds are appropriated in the 1996-97 Capital Budget for all phases of design and construction. The Master Plan is estimated to cost $20,000. BACKGROUND: A condition of approval of the development agreement between the Irvine Co. and the City of Tustin requires the City to design and construct the five acre Neighborhood Park. The park is located at the comer of Tustin Ranch Road and Heritage Way. Historically, the City has used the master plan process to build Community support for a project. Community workshops involving .effected residents allows oppommities to build concensus and public ownership for the "vision" of the new park. The vision process, also, is a time for the consultant and City staff to test the vision against regulatory and development standards. This process sets the "ground rules" for development of the park. The process has been used with great success on the Tree Park and Sports Park. The "Request for Qualification" process will allow the City to select the design firm best qualified for this particular job. The Development Schedule is projected to progress as follows: Master Plan Development Sep 1996 - Mar 1997 Construction & Bid Documents Apr 1997 - Aug 1997 Bid & Negotiations Sep 1997 - Nov 1997 Construction Phase Nov 1997 - Apr 1998 Maintenance Phase Apr 1998 - Jun 1998 Open for Public Use July 1998 wp/heritagepk/council/memo/b:authnrfq.wah
