CALL TO ORDER/PLEDGE OF ALLEGIANCE/INVOCATION The meeting was called to order by Mayor Greinke at 11:12 a.m. in the City Council Chambers, 300 Centennial Way. ~ II, ROLL CALL Councilpersons Present: Frank H. Greinke, MayOr !' +: Donald J. Saltarelli, Mayor Pro Tem - Richard B. Edgar Ronald B. Hoesterey Councilpersons Absent: Ursula E. Kennedy Others Present: William A. Huston, City Manager James G. Rourke, City Attorney Mary E. Wynn, City Clerk Donald D. Lamm, Community Development Director Robert S; Ledendecker, Dir. of Public Works Janet Hester, Administrative Secretary John Orr, The Tustin News Reporter Enrique Rangel, The Register Reporter III, CLOSED SESSION ANNOUNCEMENT Mayor Greinke announced that the City Council will recess to Closed Session pursuant to Government Code Section 54956.9{b}(1). (In the reasonable opinion of the City Council, based on an existing set of specific facts and circumstances, the threat of litigation against the City is likely or would be likely if discussed in an open and public meeting.) IV. RECESS - CLOSED SESSION - RECONVENED At 11:14 a.m. it was moved by Edgar, seconded by Hoest~re~, to recess to Closed Session as stated above. Carried 4-0, Kennedy qbsent. The meeting was reconvened at 12:19 p.m. with Councilwoman" Kennedy absent. Vo ACTIONS FROM CLOSED SESSION - MAJOR THOROUGHFARE & BRIDGE FEE PROGRAM - URGENCY ORDINANCE NG. 962 It was moved by Greinke, seconded by Edgar, to direct the City Attorney to review development, zoning and transportation policies of the City of Irvine which are in violation of the "Memorandum of Understanding for Determination of a Mutually Acceptable Alignment for the East Tustin Corridor," and which have a negative impact on the citizens of Tustin. Carried 4-0, Kennedy absent. It was moved by Hoesterey, seconded by Saltarelli, that Urgency Ordi- nance No. 962 have first reading by title only. Carried 4-0, Kennedy absent. Following first reading by title only of Ordinance No. 962 by the Administrative Secretary, it was moved by Hoesterey, seconded by Saltarelli, that Urgency Ordinance No. 962 be introduced as follows: ORDINANCE 962 - AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING ORDINANCE NO. 948 AND THE EFFEC- TIVE DATE THEREOF The motion carried 4-0, Kennedy absent. It was then moved by Hoesterey, seconded by Saltarelli, that Urgency Ordinance No. g62 have second reading by title only. Motion carried 4-0, Kennedy absent. Following second reading by title only of Urgency Ordinance No. 962 by the Administrative Secretary, it was moved by Hoesterey, seconded by Saltarelli, that Urgency Ordinance No. 962 be passed and adopted as follows: CITY COUNCIL MINUTES Page 2, 12-20-85 ORDINANCE NO. 962 - AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING ORDINANCE NO. 948 AND THE EFFECTIVE DATE THEREOF Roll call vote: AYES: Edgar, Greinke, Hoesterey, Saltarelli NOES: None ABSENT: Kennedy 100 Mayor Greinke stated that the Cities of Tustin and Irvine had spent many months discussing the different possible alignments and an impasse had been reached. He noted that the City of Tustin prefers the alignment designated G-2. Councilman Edgar clarified that Irvine prefers the alignment designated G3-W. VI. OTHER BUSINESS Mayor Greinke directed staff to contact the City of Santa Aria regarding an article which appeared in the Friday, December 20, 1985, edition of The Orange County Register. The article dealt with the construction of three high-rise buildings on the Tustin-Santa Ana city limits border. VII. ADJOURNMENT At 12:26 p.m. it was moved by Edgar, seconded by SaltareT~i['t~ ~djour~ to the next regular meeting on Monday, January 6, 1986, at 7:00 p.m. The motion carried 4-0, Kennedy absent. MAYOR
